Sole Source Change Order : Idemia Autotest Extension

Illinois Secretary of State is entering into a Sole Source Change Order with Idemia to extend the current contract by 2 years (11/14/26-11/13/28) and add funds to cover additional AutoTest for the Real ID requirements. No other vendor can provide these services since they are currently printing all of the driver's licenses.

Auto Testing Systems for facilities, translation within testing system, expansion of new workstations in facilities.

The contract is currently in place with Idemia. Amending the contract to extend term by 2 years (11/14/26-11/13/28) and add funds to cover additional AutoTest for the Real ID requirements.

**Value of the Change Order:** 3,900,000 (estimated), funded by State Appropriate Funds.

The hearing will be cancelled unless an interested party submits written comments or makes a written request for public hearing by **Monday November 9, 2026 at 12:00 p.m.** to the notice contact listed above.

If a public hearing is requested, the purchasing agency shall present testimony justifying the procurement method. Any interested party may present testimony for or against the awarding of a sole source contract. Parties may submit written comments in lieu of attending the hearing. Written comments will be afforded the same weight as oral comments received at hearing.

**Contract term:** Nov 14, 2026 to Nov 13, 2028, with 0 potential renewals.
