The purpose of this Request for Proposals (RFP) is to identify a qualified vendor to deliver Winter Shelter Coordination Services aligned with the Homelessness Prevention Blueprint (HPB). The lack of shelter for unhoused individuals is a health and safety risk for one of our most vulnerable populations and serves as a growing crisis as winter months approach. This RFP is intended to address service gaps that occur during the winter months and provide safe sheltering options for unhoused individuals and families while working towards transitional and/or more long-term permanent housing at the conclusion of the winter sheltering program.
The selected vendor will be expected to coordinate winter shelter services on site at an identified location of approximately 60 rooms convening a circle of support comprised of appropriate service providers specializing in direct services and supports for unhoused individuals, provide oversight to assigned case management staff, collect data, and monitor progress. In addition, other responsibilities are identified as developing case plans to ensure winter guests are connected to resources to ensure the successful transition from winter shelter stay to more sustainable and long-term housing such as transitional housing, affordable housing and/or available permanent supportive housing options.
Performance expectations will be monitored throughout the funding period. Failure to comply with reporting, data submission, or evaluation requirements may result in delayed payments, corrective action, or termination of the agreement. The selected vendor will be expected to provide regular updates, and other performance reports directly to the Equity and Engagement Department.
Duration of Service
The vendor must be able to start work within seven (7) days of the execution of the contract, or at a later date mutually agreed upon by the Vendor and the City. The intended timeframe for services under this RFP is November 2026 through April 2027. The City may extend the agreement resulting from this RFP subject to the City's determination that a need for the services continues to exist and funding is available. An extension of the agreement shall be at the sole discretion of the City.
