What the bid is for

The purpose of this Request for Proposals is to identify a qualified vendor current on any City Hotel/Motel taxes, to provide an approximate 60 hotel rooms for the purpose of winter sheltering from November 2026 through April 2027. The lack of shelter for unhoused individuals is a health and safety risk for one of our most vulnerable populations and serves as a growing crisis as winter months approach. This RFP is intended to address the gap in appropriate shelter options by identifying a provider with the space and capacity to provide temporary lodging.

Scope

The selected vendor will be expected to provide an approximate 60 clean, safe, accessible lodging spaces beginning November 2026 through April 2027. In addition, the vendor must be able to accommodate an additional 2 spaces for use by the winter shelter coordinator, City staff, service providers as identified through the City or shelter coordinator, and a space for Champaign City Police officers to use as an appropriate on site location for service delivery and identified support.

Performance expectations will be monitored throughout the funding period. Failure to comply with reporting, data submission, or other requirements may result in delayed payments, corrective action, or termination of the agreement. The selected vendor will be expected to coordinate regularly with the Equity and Engagement Department.

The selected vendor should:

  • Be in compliance with all required and applicable laws related to lodging.
  • Be current with any required city hotel/motel tax payments as required.
  • Have experience utilizing current lodging for emergency services.
  • Have past and/or current successful experience working with social service providers on similar programs to assist in providing services to the unhoused or others displaced temporarily due to disaster.
