Dining and Nutrition Management Services

The purpose of this contract is to secure a contractor to provide a complete range of Food Services Management services for the college. The contractor shall be responsible for food production, quality control, hiring and management of the food services staff, staff training and development and the financial management of the College's dining services program. St. Mary’s College of Maryland (“the College” or “the State” as a state agency of Maryland as also referenced in this solicitation), designated as the National Public Honors College, is an independent public institution in the liberal arts tradition. [...]

The College campus consists of approximately 46 buildings encompassing approximately 1,223,000 gross square feet (679,963 net area sqft) with a student population of approximately 1,666 and staff of approximately 540.

Contractor shall provide all management, personnel, food products, supplies, equipment, materials, technical support, training and systems necessary for the management of the food services operations for St. Mary's College of Maryland. At a minimum, the Contractor shall provide the following:

• An “All-You-Care-to-Eat” or takeout Meal Plan Dining Program in the Great Room.
• Retail Food Operations, as follows:
• Great Room
• Solomon’s Kitchen
• Grab & Go
• Brew’d Awakening
• On and off campus Catering Services.
• Summer Conference Food Services;
• Additional locations as required/added.
• OASIS Station: Dedicated area for guests with dietary needs and food allergies

Contractor shall be required to provide food services under emergency and/or unpredictable circumstances such as breakdown of equipment, fire, inclement weather, power failure, etc., provided that such service does not unduly endanger Contractor’s employees, it being understood that food service provided under such circumstances may be limited in nature.

Contractor shall provide, at a minimum, the following:

• On-going Staff Training and Development;
• Employee Supervision;
• Technical and Operational Support;
• Quality Control Program;
• Contractor shall participate in the College’s recycling and sustainability programs.
• Contractor shall maintain first aid equipment and supplies in all production and service areas;
• Contractor shall provide regular accounting reports to the College showing the status of the program and the basis for Contractor compensation.

A Contract will be awarded in accordance with the Competitive Sealed Proposals method under COMAR 21.05.03. Multiple or alternate Proposals will not be accepted.

Contract Type: Cost Reimbursement Plus Fixed Fee. Contract Duration: **5 Year Base Period and 4 Option Periods**. Base Period: **July 1, 2027 through June 30, 2032**.

An overall Minority Business Enterprise (MBE) or Disadvantaged Business Enterprise (DBE) subcontract participation goal of **10% percent** of the total contract dollar amount, including all renewal option terms, if any, has been established for this procurement.
