What the bid is for

BWL is soliciting bids for a food scrap/compostable material management program that will divert the food scrap away from landfilling services.

BWL is committed to advancing its sustainability goals by reducing waste generation and promoting responsible waste management across its operations. As part of these efforts, BWL is soliciting bids from qualified vendors to implement a food scrap management program that reduces the amount of organic waste sent to landfills.

The Vendor will provide collection, transportation, and composting, generation of biogas, or another form of reuse, recycling, or energy recovery that diverts the food scrap away from landfilling services, as well as employee education and program support to ensure effectiveness of the program.

Scope

Collection and Transportation

Vendor shall provide containers at each facility (See Table 1). Containers will be easily identifiable as the property of the Vendor.

BWL may adjust the number of containers required at each facility if the container counts listed in Table 1 are found to be inappropriate for the actual amount of material generated. Vendor will be required to furnish additional containers or remove unneeded containers at BWL’s request.

Vendor shall immediately replace any containers found to be damaged or defective.

Containers shall be furnished with covers or lids to protect the contents from weather and protect against wildlife intrusion.

Vendor to respond to requests for pickup at these facilities on an as-needed basis in addition to the regularly scheduled pickups. Additional pickups will be performed within 1 working day of receipt of the request.

Vendor shall provide a list of prohibited material

Vendor shall describe procedures for managing odors, pests, spills, and sanitation.

Vendor shall identify any site requirements or responsibilities assigned to the BWL.

Destination Facility

Vendor shall arrange for disposal of the food scraps for use as compost, the generation of biogas, or another form of reuse, recycling, or energy recovery that diverts the food scrap away from landfilling. BWL will reject bids that propose disposal of food scraps via landfill, including landfills which generate landfill gas for power generation.

Each destination facility for the food scraps must be a registered composting facility or biogas generating facility in the state of Michigan

[...]

Employee Education and Program Support

Vendor shall provide guidance on acceptable and unacceptable materials.

Training and education materials shall be provided regarding proper disposal and management of food scraps/compostable materials.

Data Collection and Sustainability Reporting

Vendor will keep disposal records for a period of no less than 3 years and provide reports to the BWL:

  • Provide monthly summary reports to the BWL which lists the total number of pickups from each facility and the estimated volume (in cubic yards) and weight (in pounds) for food scrap materials for each facility, and the destination facility for said materials.
  • Prior to February 1 of each year, provide annual summary reports for the preceding year to the BWL which lists the total number of pickups from each facility, the estimated volume (in cubic yards) and weight (in pounds) for food scrap materials, and the destination facility for said materials.

Additional information

Proposals must be submitted through IonWave. Proposals received via e-mail will not be accepted.

The term of the contract will be 5 years.

Evaluation Criteria

Bids will be evaluated on the following criteria:

  • Vendor meets the minimum requirements imposed by BWL Purchasing Policy and qualifications described above and/or within BWL procurement policy(ies).
  • The BWL, at its sole discretion, finds the submittals to be complete and satisfactory.
  • The BWL, at its sole discretion, finds that any exceptions taken by the Vendor to the scope or BWL purchasing policy is acceptable.
  • The Vendor submits fair and reasonable pricing, with preference given to lowest evaluated Bid.
  • Any other criteria at BWL’s discretion.

BWL reserves the right not to award a contract, to award a contract for one or both services to a single vendor, or to split the services between several vendors.
