The BWL is seeking a remediation service of thirty three (33) priority steel transmission structures identified in a transmission pole inspection completed in 2025. BWL maintains a 138kV transmission system, comprised of approximately 490 wood pole and 235 steel pole structures over an approximately 7 x 7 mile area of the city of Lansing and surrounding areas. Work is expected to be completed in 2027.
Sealed Proposals in response to this Request for Proposal (“RFP”) will be received by the Board of Water and Light (“BWL”) for the furnishing of Steel Pole Remediation Work.
The BWL had a transmission pole inspection performed in the summer of 2025. From the results, 33 steel structures were identified as priority structures requiring remediation work to provide life extension to the assets. These structures are steel mono-pole construction with either a concrete foundation or direct embed. The inspection vendor provided BWL a recommended list of remediating actions required for each structure.
Table 1 lists all 33 identified priority structures, location, and recommended restoration using a restoration code. Table 2 provides a generic example photo and description of the restoration codes.
BWL is requesting that prospective bidders respond to the results compiled with a proposal to remediate these 33 steel structures as defined by the inspection report and restoration codes, or otherwise note their best fit service able to be provided. BWL encourages bidders to utilize the attached *Price Schedule* document to organize pricing information. # of Units provided in the Price Schedule are a best estimate based on initial inspection.
Clarifications
The restoration codes assigned to the structures listed in Table 2 are based on the assessments performed by the inspection in 2025 and are the best preliminary estimates available. Changes in field and structure conditions are possible, and if identified, Bidder will notify Lansing Board of Water & Light (Customer) upon discovery and get confirmation for any additional scope or charges.
Customer will provide reasonable access to all structures for Bidder to complete work at each project site. Any traffic control required to bring motor vehicles or equipment in to complete work will be the responsibility of the Bidder (i.e. structures in road right of way)
When applicable, demolished concrete may be disposed of on-site as part of the backfill material of the excavated holes. Landscaping impacts are expected to be minimal to the structures and landscaping and reseeding work should not be included as part of this proposal. Bidder will notify the Customer if excavation impact is significant at any given location.
Proposals must be submitted through IonWave. Proposals received via e-mail will not be accepted.
The evaluation criteria will consider cost, ability to provided requested services, prior work history with the BWL, and delivery timeframe.
The BWL reserves the right to reject any or all Proposals, waive irregularities or technicalities in any Proposal, and accept any Proposal in whole or in part, which in the opinion of the BWL, is in its best interest. The BWL does not limit the methods or factors to be used for evaluation.
