What the bid is for

KC Water seeks professional consulting services to support implementation of its asset management program across water, wastewater, and stormwater operations. KC Water is contracting with a consultant to serve as an implementation partner to KC Water’s Asset and Data Analytics team. Work under this scope builds on existing strategy, planning, and asset management activities already underway within the department.

Scope

The following tasks describe the services to be provided by the consultant. The consultant is expected to bring professional judgment on sequencing and approach based on KC Water priorities established at the start of the engagement and updated as work progresses.

  • Task 100: Project Management and Administration. The consultant will manage all work under this scope including project kickoff, work planning, coordination with KC Water project manager, monthly invoice, and quarterly progress reports. The consultant will orient to KC Water’s current environment, active contracts, and existing asset management work before initiating any substantive task work. Project management may not exceed 5% of the total contract value.
  • Task 200: Asset Management Implementation Support. The consultant will support KC Water in advancing its asset management program in a practical, implementable way. This includes helping the internal team prioritize and plan implementation work, providing technical expertise and facilitation support, coordinating with and building on asset management work underway under existing KC Water contracts, and advising on asset management strategy, governance, and program structure.
  • Task 300: Asset Data and Information Management. The consultant will support improvement of asset data quality and management practices. This includes potential support of asset tagging and taxonomy work currently underway under the Water and Wastewater Operations & Maintenance Assistance contract, preventive maintenance documentation and workflows in the Hansen CMMS for priority asset classes, and development of foundational data governance practices including a data inventory, data dictionary, and data quality standards. [...]
  • Task 400: Process Improvement and Knowledge Transfer. The consultant will support documentation and improvement of key asset management workflows and processes, and will provide training materials, SOPs, and job aids to help internal staff sustain program improvements. Knowledge transfer is an ongoing responsibility throughout the engagement.
  • Task 500: Additional Tasks. The consultant will provide asset management implementation assistance for additional tasks on an as-needed basis as directed by KC Water Asset and Data Analytics Manager.
