What the bid is for

The City of Springfield, Missouri (the City) is requesting proposals for the purchase of school zone flashing beacon systems to replace its existing school zone beacon equipment. The City intends to award a single contract to one responsible offeror whose proposal is most advantageous to the City considering all evaluation factors stated in this RFP.

The City currently operates school zone beacons that are configured and adjusted manually in the field. The purpose of this procurement is to replace that equipment with systems that are remotely monitored, scheduled, configured, and managed over cellular or satellite communications, and that continuously collect speed data accessible from a remote software platform.

This is an equipment purchase only. Installation is not included and will be performed by City forces or under a separate contract.

  • All systems shall be mountable on a 15 ft tall aluminum pole, 4 in. round, set on an 18 in. tall base.

**Included in the Proposal.** Each proposed system shall include, at a minimum:

  • Dual 12 in. flashing yellow beacons with all required backplates, visors, and hardware.

  • Stealth speed monitoring and recording components at all 100 locations.
  • Supplemental speed feedback sign systems at the 12 designated locations.
  • Extended warranty and support options as priced in Form 3.

**Excluded from the Proposal.** The following are excluded and shall not be priced:

  • Signage, including school zone signs, speed limit plaques, and any regulatory or warning signs.
  • Poles.
  • Foundations and bases.
  • Installation labor, traffic control, and field wiring to the point of service.
