Scale Testing Truck & Equipment

The City of Columbus is seeking Request for Proposals in response to a Best Value Procurement (BVP) to enter into a Contract to purchase one (1) scale testing truck and equipment.

The contract resulting from the BVP will provide for the purchase and delivery of a scale testing truck and equipment to be used by the Division of Weights and Measures section. Bidders are required to show experience in providing this type of equipment and warranty service as detailed in these specifications.

**Vehicle specifications:** Heavy-duty diesel-powered box truck capable of transporting and deploying the included 5,000lb test cart and associated 20,000lbs in weights.

• The city prefers Freightliner SD-114 conventional cab and chassis
• Engine shall be a diesel fueled Cummins engine sized appropriately for the GVW of the vehicle.
• Transmission shall be an Allison automatic transmission sized appropriately to the GVW of the vehicle.
• Fuel tank shall be a minimum 50 gallon
• Vehicle shall be equipped with a backup camera
• Vehicle shall be equipped with a battery cut off/disconnect switch installed near the driver's seat base.

**Body specifications:** The city prefers a 6,000lb capacity boom assembly and 25,000lb capacity van body.

• The city prefers a 22-foot enclosed cargo box with fiberglass reinforced plywood or metal walls and ceiling, 2 rear swing open doors with double bar latches on each door, and drivers' side front body door with pull out steps.
• The city prefers a 6,000lb full hydraulic lifting, lowering, and traversing crane system that is able to deploy the 5,000lb scale cart out onto the ground at the rear of the truck.
• The city requires that the crane system operates with a 2-chain lift system.

**Test cart specifications:** the city requires a test cart with the following features

• Hydraulic torque hub final drive on two wheels.
• Honda GX690 gasoline powered drive engine with electric start.
• Solid rubber tires.
• Variable speed hydrostatic transmission for forward and reverse.
• Power steering system with steering wheel and operator's platform.
• Power brakes.
• NIST 105-8 compliant and all 50 states certifiable 5,000lb cart.
• Cart capable of carrying additional 20,000lbs of weights for a maximum cart weight of 25,000lbs.

**Training for operators and maintenance procedures.** The awarded vendor shall provide an operator training class to cover proper setup, operation, and storing of the scale testing cart and hoist. [...] The awarded vendor shall provide a maintenance training class to cover proper maintenance and mechanical adjustment for the scale testing cart and hoist assembly. Training shall be provided at the city fleet management facility 4211 Groves Rd. Columbus OH 43232. Training to be scheduled within 30 days after the delivery of the completed unit.

The contract will be awarded based upon: (1) total cost of ownership, to include maintenance and operation costs, as well as the expected life of the equipment, (2) quality of the goods offered and the extent to which the goods meet the operational needs of the City, (3) past performance of the equipment and vendor as determined by customer satisfaction, (4) acquisition cost, and other evaluation criteria referred to in Columbus City Code 329.18 or as defined herein.

• Section Four - Acquisition Cost (20 points)

A minimum of three (3) references are required.

The contract awarded as a result of this proposal is for a one-time purchase.

Per ORC Chapter 1703, to be awarded this bid you must show proof your company is registered and in good standing to do business in the State of Ohio through the Secretary of State.
