District Wide Mechanical Engineering Services Pre-Qualified Pool

Union Public Schools invites qualified mechanical engineering firms to submit Statements of Qualifications for an opportunity to provide mechanical engineering services with Union Public Schools.

The purpose of this Request for Qualifications is to identify and name a pre-qualified list of mechanical engineering firms to perform mechanical engineering services on an as-needed, project-by-project basis.

There are various projects throughout the district, including mechanical upgrades, HVAC replacements, and boiler/chiller upgrades. Firms will be tasked with accomplishing design of these projects based on their experience and current workload. The successful pre-qualified vendors will be part of a Continuing Services award over the course of up to six (6) years, through the 2027-2032 bond series.

The firm acknowledges that an award does not constitute a guarantee that the firm will receive any projects or work of any kind under this award if selected, and in such an event, the firm would not receive any payment from Union Public Schools. Union Public Schools is not restricted from searching outside the pre-approved pool of vendors for project design.

Submission

This RFQL has two **required** components – a brief online questionnaire and a physical submission of your qualification.

• Online Questionnaire: Complete the *Acknowledgements and Agreements* questionnaire under the Requested Information section of the project listed on https://unionps.bonfirehub.com/portal.
• Physical Submission: Union Public Schools Education Service Center, Attn: Fred Isaacs, Director of Construction, 8506 E 61st St., Tulsa, OK 74133, by **4:00 pm** on **Friday, December 4, 2026**.
• Provide four (4) hard copies of the Qualifications. It is recommended but not required to include a USB drive with a PDF of your submission.
• Submittals must be sealed in a box or envelope clearly marked “C26-RFQL-01: District Wide Mechanical Engineering Services Pre-Qualified Pool”.
• Emailed or faxed submittals will not be accepted.
• Maximum of thirty (30) single-sided pages (or fifteen (15) double-sided pages).

Evaluation

Submissions will be scored up to a maximum of 100 points: Proposal Submission 30 points; Professional Qualifications and Experience 30 points; Company Qualifications and Experience 30 points; Experience with Union Public Schools 10 points.

The final selection will utilize a two-part evaluation consisting of a Quantitative Scoring Component and a Qualitative Consensus Component.
