2027 Upper Gwynedd Township Municipal Cleaning Services

Upper Gwynedd Township is therefore seeking a reliable and experienced cleaning contractor to maintain a high standard of cleanliness across all municipal buildings.

Sealed bids will be received via the PennBid electronic procurement program for Municipal Cleaning Services at Upper Gwynedd Township, for a 1-year contract beginning January 1, 2027, and ending December 31, 2027.

The contractor shall provide all transportation, labor, supervision, and equipment required to perform regular cleaning services at all of the following locations:

• Township Administration Building – 1 Parkside Place
• Police Department – 1 Parkside Place
• Public Works Building – 1 Parkside Place
• Community Center – 1 Parkside Place
• WWTP Facility – 261 Township Line Road
• Any other building or facility designated by the Township during the contract term

General Cleaning Tasks (Daily, Weekly, Monthly)

• Empty trash and recycling containers
• Clean and disinfect restrooms and kitchens
• Dust and disinfect surfaces
• Vacuum and mop floors
• Clean entrance glass and interior windows
• Refill dispensers (soap, paper towels, toilet tissue)

See attached *Sample Cleaning Checklist (Appendix A)* for sample task list and frequency. The bidder shall be responsible for all cleaning tasks, and understands the nature of the bid is such that a comprehensive list of and frequency of specific tasks cannot be provided.

Upper Gwynedd Township will purchase and provide all cleaning supplies and consumables needed to perform janitorial services. The contractor shall submit a comprehensive list of required supplies and consumables as part of the bid submission.

Work Orders must be submitted to the Township offices by the end of business hours on the day the work was performed. The invoice should include the exact work completed at each location. Payment will be made to the Contractor by check.

**Submission:** Sealed bids must be submitted online through the PennBid electronic procurement program. Bids will be opened and read aloud at the Township Administration Office at 1 Parkside Place, North Wales, PA, 19454.

**Required documents:** *Bid Form (Appendix A)*, detailed cleaning supplies pricing (Section 9), company qualifications and experience summary, three (3) relevant references, proof of insurance, copy of business license, and *Affidavit of Non-Collusion (Appendix B)*.

**Evaluation:** Bids will be evaluated based on: total cost and pricing structure; experience and references; responsiveness and completeness of bid package; ability to meet the Township's cleaning standards.

**Bonds:** All bids must be accompanied by a Bid Bond in the amount of **ten percent (10%)** of the total bid amount, in favor of the Township. The successful bidder shall provide to the Township a Performance Bond of at least **100%** of the full contract price.

**Insurance:** General Liability: $1,000,000 per occurrence / $2,000,000 aggregate; Automobile Liability: $1,000,000 combined single limit; Workers' Compensation as required by Pennsylvania law. Upper Gwynedd Township must be named as an additional insured on all liability policies.

**Contract term:** The contract will be for a period of one (1) year, with the option to renew for up to two (2) additional one-year terms at the sole discretion of the Township.

**Site visit:** A **mandatory** on-site walk-through of the facilities will be conducted. As this is a rebid, if you previously participated in the mandatory walkthrough, you are not required to attend again.
