(R022-27) Furnish Fusible & Restrained Joint Pipe

Sealed proposals will be received in accordance with the Notice for furnishing of the following quantities of Fusible C900 PVC water pipe. Sealed proposals will also be received in accordance with the Notice for the furnishing of Restrained Joint C900 Pipe for HDD applications. The Municipal Authority of Westmoreland County reserves the right to reject any or all bids or to accept any bid or any portion of the bid it deems in its best interest.

Up to approximately ten thousand (10,000) feet of six (6) inch Fusible C900 Class 235 DR18 Pipe. [...] Up to approximately ten thousand (10,000) feet of thirty (30) inch Fusible C900 Class 200 DR21 Pipe.

Pipe shall meet BABA (Build American, Buy America) requirements, ANSI/AWWA Standards and the following minimum straight pull forces in lbs. Up to approximately ten thousand (10,000) feet of four (4) inch Restrained Joint C900 Class 235 DR18 Pipe with minimum 15,000 Pull Forces in Lbs. [...] Up to approximately ten thousand (10,000) feet of twenty-four (24) inch Restrained Joint C900 Class 305 DR14 Pipe with minimum 100,000 Pull Forces in Lbs.

Standard laying lengths shall be forty (40) feet for all sizes. Each pipe shall be tested in accordance with ANSI/A.W.W.A. Standards and/or other applicable industry standards. Test results will be made available to the purchaser upon request.

All pipe must be factory sealed or capped and all loads must be covered (tarpaulin) for delivery.

All pipe must meet Build America Buy America (BABA), American Iron and Steel (AIS) and Steel Procurement Act requirements.

It is understood and agreed that all deliveries must be made within fourteen (14) days after the date of order, and that prices shall include deliveries to any location designated by the Authority, and that pipe will either be stacked or spread at the decision of the Authority. All pipe shall be delivered by truck, but the Authority reserves the right to specify assorted sizes to make up the minimum truck quantity.

Each bid must be made on PennBid, based on the form provided herein for that purpose and shall contain the full name and business address of every person or company interested in the same, or, if incorporated, its office address, and such bids must be signed by an officer of the Company or a member of the firm and signatures must be properly witnessed.

Prices quoted shall be firm for the period JANUARY 1, 2027 THROUGH JUNE 30, 2027.

The successful Contractor shall provide the Authority with a surety bond, acceptable to the Authority for the faithful performance of the contract within ten (10) days after the Authority's formal notification of contract award. The amount of the surety bond shall be Ten Thousand Dollars (**$10,000.00**).

Each proposal shall be accompanied by a money deposit in the form of a draft or a certified check on a solvent bank, or a bid bond acceptable to the Owner, payable to the Municipal Authority of Westmoreland County, in the amount of **$5000.00**.

The successful bidder has the option to offer to the Authority an extension of the current contract for an additional six-month period by providing the Authority with a written acknowledgement sixty (60) days prior to the end of the contract.
