PW RFQ for Professional Engineering Design and Consultant Services for Delivery of Studies, Planning, Engineering and Design for Projects with (Federal/State) Grant Funds

The City of Fort Worth (City) is calling for an expression of interest and Statement of Qualifications (SOQ) to perform professional engineering (studies, planning, design, and construction) services associated with the delivery of capital projects supported by Grants or Federal/State funds. The objective of this request for qualifications is to develop a list of ranked pre-qualified firms for each discipline listed.

The City will conduct a two-step process, first to create and sort respondents into categorical pools and then, when a project is identified, to select the most qualified firm for that project.

Upon identification of a project specific scope, the Federal Process with Request for Proposals will be followed to select the Firm for the specific scope of work. For federally funded projects administered through TxDOT, consultant procurement and selection shall comply with 23 CFR Part 172, applicable FHWA guidance, Texas Government Code Chapter 2254, and the TxDOT Local Government Project Management Guide.

**Submission method:** SOQs will be accepted in Bonfire until **2:00 P.M. CST, Thursday, November 19, 2026**. Immediately thereafter, responses will be opened publicly and read aloud at City Hall, 100 Fort Worth Trail, Fort Worth, Texas 76102 on the Mezzanine Level or other officially designated location.

All submissions must be submitted electronically prior to the close date and time under the listed Project via the Bonfire Procurement Portal: https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities

Failure to submit all required information listed in the Solicitation may be grounds for rejection of a submittal as non-responsive. No late submittals shall be accepted. Submittals delivered in any manner other than using the Bonfire Procurement Portal will not be accepted or considered.
