South Garland Library Curiosity Garden Project (Outdoor Engagement Area)

The City of Garland is requesting bids for the South Garland Library Curiosity Garden Project (Outdoor Engagement Area) located in Garland, Texas.

The Owner’s targeted budget range for the project, including Allowances, is: **$1,350,000 to $1,450,000**.

This project is funded in whole or in part through the U.S. Department of Housing and Urban Development’s Community Development Block Grant and Neighborhood Stabilization Programs.

The site improvement consist of renovating partial parking lot (approximate 29,500 sf) into an outdoor plaza.

The construction Notice to Proceed is anticipated to be issued in January 2027 with a duration of 180 calendar days.

Submission

A Request for Bid (RFB) should be submitted electronically through Ion Wave using the following link https://garlandtx.ionwave.net. Acknowledgment to the City of Garland’s standard terms and conditions and completion of related forms such as but not limited to the Bidder’s Qualification, References and Conflict of Interest (CIQ) will be done electronically via Ion Wave at https://garlandtx.ionwave.net. **FACSIMILE OR EMAIL BIDS WILL NOT BE ACCEPTED**

In addition to submitting your bid online, you may also submit a hard copy (Note: hard copy is not required). Please note that at least one of your responses needs to be submitted online via Ion Wave.

Bid Award and Evaluation

The City has established the award basis for this solicitation as the vendor providing the lowest responsible bid for consideration.

Surety Bonding Requirements

• Bid Bond: A copy of the prospective vendor’s Bid Bond in the amount not less than five percent (5%) of the maximum bid price payable with recourse to the City of Garland, from a reliable surety company as a guarantee that the bidder will enter into a contract and execute the Performance Bond, Payment Bond and Maintenance Bond within ten (10) days after notice of award of contract, should be uploaded with this bid. Failure to do so will deem your bid non-responsive.
• Payment and Performance bonding will be for 100% of the total awarded contract.
• Maintenance Bond: This ensures the Contractor will maintain and keep in good repair all work to be performed and done under the Contract for a period of two (2) years from the date of acceptance of the Work. Maintenance Bonding will be for 10% of the total awarded contract.
