Prime Vendor for Groceries, Meat, Cheese, and Other Food, Beverage, and Related Supply Products

The University of Wisconsin System Administration is issuing this Request for Bid (RFB) on behalf of the University of Wisconsin-Platteville. The University of Wisconsin System Administration intends to use the results of this solicitation to award a contract to a prime vendor.

The purpose of this document is to provide interested parties with information to enable them to prepare and submit a Bid to become a prime vendor responsible for providing groceries, meat, cheese and other food, beverage, and related supply products to The University of Wisconsin-Platteville.

The State of Wisconsin as represented by the University of Wisconsin System intends to use the results of this solicitation to award a Primary Contract and possible Secondary Contract for UW-Platteville to vendors for Prime Vendor for Groceries, Meat, Cheese, and Other Food, Beverage, and Related Supply Products.

The University of Wisconsin System Administration is soliciting bids from vendors who wish to obtain Prime Vendor rights and certain related opportunities for one or more of the UW Campuses for the contract period specified herein.

For this RFB, the profile allows bidders to respond to Prime Vendor Services for UW-Platteville.

Objectives to be achieved with a prime vendor contractual relationship are:

• Obtain the best cost on products.
• Utilize a state-of-the-art vendor electronic order system; web based electronic vendor ordering and invoicing systems.
• Maximize operational efficiencies in ordering, delivery and receiving.
• Maximize administrative efficiencies in searching and assessing products, accounts payable and records management.
• Maximize fill rate and minimize substitutions.
• Work with supplier that has sustainable business practices.
• Establish a Primary and Secondary Contractual Agreements for University of Wisconsin-Platteville.
• UWS may add additional institution business/institutions to agreements at its discretion.

The contract resulting from this request for bid will not be an exclusive agreement. [...] It is the intention of UWS to purchase products from our Primary Vendor and Secondary Vendor whenever possible by the discretion and direction of the contracted UWS Institutions. UWS recognizes and expects that some products and/or specialty products will be required to be purchased from other suppliers.

**Submission method:** Responses MUST be entered online at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin. Request for Bids (RFB) must be received in the UWS Procurement tool prior to **2:00 p.m. CST** on the stated RFB due date. Late bids shall be rejected.

The cover page DOA-3070 must be completed by the bidder and submitted with the bid. The Bidder is required to provide the cost information on the cost sheets included in this RFB (Excel: *Attachment No. 2 Cost Bid Market Basket Bid Sheet/Form*).

**Contract term:** The contract term shall be for a two (2) year period beginning on, or about July 1, 2027 with four (4) possible automatic one (1) year renewals.

**Award:** The award for the Primary Contract shall be made to the single bidder providing the lowest overall Market Basket Pricing, which is in the best interest of the University.

All Bids submitted to obtain Prime Vendor Services shall remain fixed and valid for acceptance for a one hundred eighty (180) day period starting on the bid due date.

**Site survey:** Bidders are invited and encouraged to attend a Site Survey Meeting Via Microsoft Teams by appointment. A tour will be completed by appointment at UW-Platteville November 18, 2026 through November 25, 2026.
