What the bid is for

The Maricopa County Community College District (MCCCD) wishes to engage a consultant to map and assess current business processes in specified areas and identify opportunities to improve efficiency and effectiveness. This work should be guided by a student-centered approach, with process improvements ultimately designed to strengthen service delivery, reduce unnecessary barriers, and better support student access and success..

Whether or not MCCCD actually enters into any contracts, how many contracts it enters into, and how the work is awarded between those contracts are all at MCCCD’s discretion. Furthermore, MCCCD will use any awarded contracts on an as-needed basis, with no guarantee as to its actual spending under them.

Scope

Through information obtained in interviews, group discussions, analysis of policies and procedures, data and metric review, and review of other available materials, develop a current-state map of specified business processes. The type and level of detail of the process map will depend upon the subject matter and specific goals identified by the process owner.

Maps may include but not be limited to:

  • Inputs and outputs
  • Workflows, decision points, and lines of accountability/responsibility
  • Swim lanes, particularly for processes with joint accountability/ownership
  • Bottlenecks or areas of inefficiency such as delays, duplication, re-work, or steps that do not add value
  • Volume of work product
  • Average time per step
  • Average cycle time (from start to end of process)
  • Indications of steps required for external compliance

Create a future state map and provide detailed recommendations for process improvement designed to achieve the future state that reduces error rates, cycle time, and complexity while maintaining or improving upon requisite compliance requirements. Redesign of processes that directly or indirectly impact students should focus on improving student experience, engagement, and resources. Recommendations may include but are not necessarily limited to: changes to policy, process, procedure, automation, or outsourcing. Future state maps, along with any recommendations should consider existing laws, regulations and policies.

Deliverables

One of more of the following:

  • Detailed process map of current state
  • Summary and assessment of current process gaps, waste, or other inefficiencies
  • Detailed future state process map
  • Summary and recommendations for improving analyzed process, such as changes to workflow, procedures, roles, and responsibilities; automation; outsourcing
  • Actionable and prioritized recommendations for achieving an optimal future state
