Impact Fee - Consulting Services

The City of Avondale (the “City”) is issuing this Request For Proposals (this “RFP”) seeking proposals (“Proposals”) from qualified, licensed firms (“Vendors”) interested in providing professional services consisting of consulting services to review, update, and prepare the City’s development impact fee program, including all required analyses, planning documentation, fee calculations, implementation materials, and adoption support (the “Services”).

The City of Avondale (“City”) is seeking qualified professional consulting services to review, update, and prepare the City’s development impact fee program, including project management and coordination, all required analyses, updating land use assumptions (LUA), infrastructure needs assessment, development of the infrastructure improvement plan (IIP), financial and impact-fee analysis, public process, fee calculations, and adoption support. The work shall be completed in accordance with applicable Arizona law, including Arizona Revised Statutes § 9-463.05, City policies, and generally accepted methodologies for development impact fee and infrastructure financing studies.

The Consultant shall work collaboratively with City staff from Finance & Budget, Public Works, Parks, Recreation and Libraries, Fire & Medical, Police, Engineering, Development Services, Legal, and Procurement, as applicable.

Project & Data Review

The Consultant shall:

• Review all potential development impact fee that Avondale can lawfully assess and/or collect that will include the following functional areas: Fire, Police, Parks, Water, Sewer.
• Conduct a project kickoff meeting with City staff to confirm project goals, schedule, roles, communication protocols, available data, and decision points.
• Review the City’s existing development impact fee program, current fee schedule, prior land use assumptions, infrastructure improvement plan, capital improvement program, master planning documents, financial information, and other relevant materials.
• Prepare a detailed data request and project work plan for City review.

Development Impact Fee Program Review

The Consultant shall evaluate the City’s existing development impact fee methodology and fee schedule to determine whether updates are needed based on current conditions, growth projections, infrastructure needs, legal requirements, and City policy objectives.

Land Use Assumptions

The Consultant shall prepare or update land use assumptions necessary to support the development impact fee analysis.

Infrastructure Improvements Plan

The Consultant shall prepare or update the infrastructure improvements plan that reflects the costs of infrastructure, improvements, real property, financing, other capital and associated appurtenances, equipment, vehicles, furnishings, and other eligible items that are associated with meeting future needs necessary for public services as allowed per state statutes.

Development Impact Fee Calculation

The Consultant shall develop a legally defensible impact fee methodology and calculate recommended development impact fees for the City.

Financial and Revenue Analysis

The Consultant shall prepare financial analyses necessary to support the implementation of the recommended development impact fees.

**Submittal.** Interested Vendors shall submit through the City's OpenGov portal located at: https://procurement.opengov.com/portal/avondaleaz. All Proposals shall be submitted electronically through the City's OpenGov portal before the Proposal Due Date and Time. Telegraphic (facsimile), electronic (e-mail) or mailgram Proposals will not be considered.

The Proposal shall be a maximum of 20 pages to address the Proposal criteria (excluding cover letter, resumes, and Past Performance Verification Evaluation Submittals [...]). The preferred font for the Proposal is 11 pt, Arial or Times New Roman.

The City requires the Proposal to be valid and irrevocable for 90 days after the Proposal Due Date and Time.

All Services of the successful Vendor must be fully completed within 15 months after the Notice to Proceed has been issued by City.
