What the bid is for

The Maricopa County Community College District (MCCCD) wishes to create a pool of one or more qualified consultant(s) to assess its current administrative organizational structure and identify opportunities for optimization, alignment, and increased organizational efficiency and effectiveness on an “as required” basis.

MCCCD is comprised of ten colleges, and numerous education centers dedicated to educational excellence by meeting the needs of the businesses and the citizens of Maricopa County. A central District Office oversees operations of the system.

Scope

The services under this RFP will be provided on an as-needed, request-for-services basis. MCCCD may request consulting services from the awarded Contractor(s) periodically throughout the contract term based on organizational needs, priorities, and available resources. The specific scope, objectives, deliverables, anticipated level of effort, schedule, and applicable fees for each request will be defined and mutually agreed upon by MCCCD and the Contractor prior to commencement of services.

Services may include, but are not limited to, the following:

Current-State Assessment

The Consultant shall conduct a district-wide assessment of MCCCD's administrative organizational structure. [...] As part of the Current-State Assessment, the Consultant shall provide recommendation for the area(s) that will produce the greatest benefit to the organization through a structured redesign.

Future-State Design

The Consultant shall provide recommendations for achieving an optimal future state, either with modifications to the existing structure or by adopting an entirely different model. MCCCD wants to focus recommendations for the top two or three areas that would benefit from redesign.

Redesign Implementation Plan

The Consultant shall provide a redesign implementation plan for recommended area(s). Such services may include actionable and prioritized recommendations, implementation considerations, sequencing, resource requirements, timelines, change management considerations, and other activities appropriate to the specific request.

Summary of deliverables

Depending on the nature and scope of each request for services, deliverables may include, but are not limited to:

  • Current-State Assessment: A comprehensive evaluation of MCCCD’s current administrative organizational structure as described above.
  • Recommendation for the area(s) that will produce the greatest benefit to the organization through a structured redesign, and quantification of that benefit.
  • Future-State Design: Description of the ideal “future state” for the top two or three areas recommended for redesign that is evidence-based.
  • A redesign implementation plan for recommended area(s) to include actionable, prioritized recommendations for achieving an optimal organizational structure.
