The City of Pasadena, Water and Power (PWP) department is soliciting bids to establish a multi-year contract for the purchase of 35 kV Grounding Switches.
Notice is hereby given that the City of Pasadena is calling for sealed bids for the Water & Power Department, Power Delivery.
These specifications cover the supply of a fully functional three-pole grounding switch, with interphase mechanical linkage, vertical drive linkage, pivot arms, guides, and manual operator to apply a temporary ground to a de-energized open-air rack receiving station bus or equipment on the City of Pasadena's (hereafter referred to as simply the "City") 3-phase, 60 Hz, 34.5 kV system. Each three-pole grounding switch will be installed by the Department within a utility open-air rack receiving station.
Note, the city's medium-voltage subtransmission system is operated at a nominal voltage of 34.5 kV. However, their grounding switches will be rated for a maximum voltage level of 48.3 kV.
The 3PGRD will be a three-pole, group-operated, 60 Hertz, air-insulated, side-break grounding switch. [...] Specific 3PGRD short-time and peak withstand current ratings, voltage ratings, and additional specific requirements are identified in the Supplier's Data Sheets.
The operating mechanism will be furnished as a complete assembly, with all inter phase rods (linkage), vertical and horizontal control linkages, linkage pivots (lever-arms), support bearings, intermediate guides, universal joints, couplers, clamps, ground braids, etc.
The Supplier will supply all hardware necessary to affix the 3PGRD to the structural steel support structure. [...] The support structure will be furnished and installed by others.
Factory tests shall include all tests identified as "Production" or "Routine" in IEEE C37.30.1, including specifically the mechanical operations test.
Six (6) sets of instruction manuals are to be furnished prior to delivery of equipment.
Bids will be received via the City's eProcurement Portal (https://procurement.opengov.com/portal/pasadena). A bid received after the time set for the bid opening shall not be considered. Bidders are required to submit (upload) all items listed in the Bidder's Submittals/Checklist.
All bid pricing must be entered into the City's eProcurement Portal or the bid may be considered informal and deemed non-responsive, do not use a separate document attachment to represent your pricing.
Bidder agrees that their bid shall remain open and shall not be withdrawn for a period of not less than one hundred and eighty (180) calendar days from the date of opening bids, or until rejected by the City, whichever occurs first.
Each bidder or proposer must submit a completed Form AA-1. Failure to submit this form will result in automatic disqualification with no exceptions unless bidder or proposer has an approved Form on file with the City.
Please complete the next five (5) pages to demonstrate experience with projects of similar scope and size to that which is to be performed. This completed form will be submitted with bid.
