The Las Virgenes Municipal Water District (District) serves the western edge of Los Angeles County including the cities of Agoura Hills, Calabasas, Hidden Hills and Westlake Village. The District occupies 122 square miles and services a population of approximately 70,000. The District provides potable water, recycled water, and sanitation (wastewater) services to its customers through three separate enterprise funds.
The District is requesting proposals from qualified firms to provide a Conceptual Engineering Feasibility and Fatal Flaw Analysis Study to determine whether the proposed pipeline is technically feasible, constructible, permittable, and reasonably achievable from a property, schedule, operational, and cost perspective.
The Las Virgenes Municipal Water District (District) is considering the development of a treated water transmission pipeline connecting the Pacific Coast Highway (PCH) area to the District's service area at Agoura Rd. via Malibu Canyon - Las Virgenes Road. The pipeline could potentially support future conveyance of treated ocean desalination water and/or provide an interconnection with Los Angeles County Waterworks District 29.
A general outline of the scope of work is provided below. It is the District’s expectation that the proposer uses their expertise to customize the scope of work below, as appropriate, to meet the project objectives in a cost-effective manner. The District does not own any AutoCAD drawings for this area and the selected proposer is expected to use available TIFF/PDF files as the basis of their study. Proposers may identify additional tasks as needed to meet the project objectives or may offer optional tasks as appropriate.
A primary objective of the study is to conduct a comprehensive fatal flaw analysis. The Consultant shall objectively identify conditions that could prevent or substantially impair construction or operation of the project and shall not assume that the project is viable. The study shall provide the District with sufficient information to assist in determining whether the project should proceed to additional design and project development phases.
To be considered, the proposal must be received electronically, through the Procurement Portal by **3:00 pm on Friday, December 4, 2026**.
Proposals received after the above date and time will not be considered. Submitters will receive an email confirmation of receipt of the proposal. The District is not responsible for emails that fail to deliver regardless of the cause of the failure. Email confirmations will be sent when proposals are received.
