What the bid is for

The City of Pasadena Department of Transportation is soliciting proposals from qualified consulting firms to provide on-call parking consultant services across its portfolio of parking assets and programs. This includes eight City-owned parking garages, four municipal surface lots, approximately 400 multispace meters, five meter districts, parking enforcement operations and comprehensive residential, daytime, and overnight parking permit programs. Selected proposers will form an on-call bench and will be eligible to support infrastructure evaluation, operational studies, technology modernization, and strategic planning and other related activities on an as-needed basis. A minimum of three (3) years experience in such projects is required.

This Request for Proposals (RFP) does not solicit services for a single, defined project. Rather, the resulting consultant list will be used by the Department of Transportation to assign project-specific Task Orders for parking consulting services required for the City's Parking Division. Each Task Order will define the scope, deliverables, schedule, and coordination needs for the required work.

Scope

The purpose of this Request for Proposals (RFP) is to select qualified consultants to prepare parking consultant services on an as-needed basis in support of the City's Parking Division and establish an on-call services bench. The consultant on-call services bench will assist the City in completing parking projects such as preparing infrastructure evaluations, operational studies, technology modernization, and strategic planning and other related activities. Work will be assigned through Task Orders issued at the City's discretion.

Consultants selected through this RFP will be placed on an on-call bench available to support the Parking Division's needs on an as-needed basis. Placement on the on-call bench does not guarantee any minimum or maximum number of assignments.

Relevant experience categories

The qualified Proposer will have at least three (3) years experience in one or more categories.

  • On-street Parking Operations

Additional information

Parties interested in responding are required to submit proposals electronically through the City of Pasadena's eProcurement Portal no later than **3:00 pm on Wednesday, December 2, 2026**. Proposals must be received in the system prior to the deadline.

The entire proposal must be formatted on standard-size 8½"x11" pages; 12 point font only. The "Technical Proposal," "Additional Data," and "Statement of Qualifications" can be no more than 50 grand total pages.

The proposal must be prepared in two parts: a "Technical Proposal" and a "Price Proposal." Each of the parts shall be separate and complete in itself so evaluation of one may be accomplished separate from the evaluation of the other. No Pricing shall be included in the Technical Proposal.

Once a proposal is opened, a PROPOSER is expected to maintain an availability of service as set forth in its proposal for at least four months after date for opening proposals.

Each bidder or proposer must submit a completed *Form AA-1*. Failure to submit this form will result in automatic disqualification with no exceptions unless bidder or proposer has an approved Form on file with the City.
