RFI - HOMELESS HYGIENE SERVICES

The County of San Diego (County) is issuing this Request for Information (RFI) to seek input from all interested parties, agencies, and stakeholders regarding Homeless Hygiene Services. The goal of the RFI is to obtain feedback from organizations interested in being the recipient of a donated shower and laundry trailer for use in providing support services to individuals experiencing homelessness.

This RFI is issued solely for information and planning purposes – it does not constitute a solicitation or Request for Proposal or a promise to issue a solicitation in the future. This request for information does not commit the County to contract for any supply or service whatsoever.

Housing and Community Development Services – Office of Homeless Solutions is considering the potential donation of a shower and laundry trailer (Trailer) to a local organization to further strengthen and expand existing community services. Through this RFI, the County seeks to identify organizations interested in receiving the Trailer and assess their ability to operate and maintain it to provide hygiene services to individuals experiencing homelessness. [...] Based on the information received, the County may, at its discretion, engage with one or more organizations to further explore a potential donation. This RFI does not constitute a commitment by the County to donate the Trailer.

Specifications

• The trailer is built like a 5th wheel camper and is in good condition.
• The successful organization will be required to pick up the trailer from the County Operations Center.
• There is no warranty for this trailer, either written or implied.
• 40’ long with hitch
• 6’ 6” wide
• One (1) ADA shower stall with seat, handrail, and handled mixing valve. Shower door is 70” wide.
• 300-gallon freshwater tank and pump
• 900-gallon poly waste tanks
• One (1) laundry room with four (4) LG 24” wide 2.4 cu. Ft. electronic front-loading all-in-one water/dryer combo with built-in intelligence
• One (1) utility room with door
• One (1) outreach wheelchair lift system – attended use
• Requires access to a greywater drainage system

For travel:

• All water lines must be removed and the water tank emptied
• The propane must be disconnected
• The electrical cord must be disconnected

All information provided in response to this RFI may be subject to disclosure under the California Public Records Act. If Respondent has information that it believes is clearly subject to an exemption under the CPRA from disclosure, the Respondent can split any information into a separate exhibit/upload and designate that exhibit/upload as CONFIDENTIAL/PROPRIETARY in its response and execute the County’s *Non-Disclosure Indemnification Agreement* (posted separately on BuyNet).

The County will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.
