Title V Senior Community Service Employment Program (SCSEP)

The County of Orange, by and through Orange County Community Resources (OCCR)/OC Community Services (OCCS) (hereinafter referred to as “County”), is soliciting Proposals (“Proposal(s)” or “Application(s)”) from qualified firms (hereinafter referred to as Proposer (“Proposer(s) or “Applicant(s)”) to provide Title V Senior Community Service Employment Program (SCSEP) services defined in Section III, Scope of Services (“Scope of Services”) herein.

This Request for Proposal (RFP) is being released for the County of Orange Title V Senior Community Service Employment Program (SCSEP) to provide, foster, and promote meaningful part-time training opportunities in subsidized community service assignments for low-income persons who are fifty-five (55) years of age or older, and assist the transition of program participants to unsubsidized employment. This RFP offers qualified organizations with at least five (5) years of experience serving the targeted population an opportunity to submit an application to assist the OCCR, a division of the County of Orange, in selecting applicants who will best meet the County's needs.

The County intends that the successful Respondent shall provide Title V Senior Community Service Employment Program (SCSEP) proposed and in full compliance with the requirements set forth in this solicitation, including the Model Contract, which is incorporated herein as an attachment, and all other applicable attachments.

**Service Area:** Services must be provided Countywide, with the proposed service location at 675 Placentia Ave., 3rd Floor, Brea, CA 92821. If operating the Senior Community Service Employment Program (SCSEP) at multiple locations, at least one site must be a comprehensive, specialized, or affiliate American Job Center (AJCC) within Orange County. The County reserves the right to approve or modify service locations as necessary.

Minimum qualifications

• Respondents must be authorized to do business in Orange County, California, and comply with all applicable federal, state, Department of Labor (DOL), and county laws, regulations, policies, and guidelines.
• Respondents must have a minimum of five (5) years of experience serving the targeted population and demonstrate the qualifications and capacity to deliver the required services.

**Submission method:** Upload responses through the County's eProcurement Portal at https://procurement.opengov.com/portal/ocgov. Each Respondent must submit their response electronically via the County’s eProcurement Portal.

Responses must be valid for a period of at least three hundred sixty-five (365) calendar days from the closing date and time of receipt. No Response may be withdrawn after the submission date.

• Proof of registration in the System of Award Management (SAM)
• A current D-U-N-S number
• Proof of insurance
• Documentation of federal compliance, including good standing and not being debarred or suspended from receiving federal funds.
• Completed Application
• Audit documentation pursuant to Audit Requirements
• Subcontracting documentation pursuant to Subcontracting Requirements (if applicable)

Responses deemed to meet all minimum solicitation requirements will be scored based on the established evaluation criteria and assigned points that measure responsiveness to each identified criterion. Responses shall be evaluated by an Evaluation Panel of job knowledge experts on the basis of the responsiveness to the requirements in this RFP.

Effective January 1, 2023, all contractors entering into a contract with the County, will be required to submit the Campaign Contribution Disclosure Form for any contributions made on or after January 1, 2023.
