RFP - INTEGRATED PREVENTION AND EARLY INTERVENTION (IPEI)

The County of San Diego is seeking proposals from firms interested in providing Integrated Prevention and Early Intervention Services ("Offerors").

The contract term is anticipated to be an initial (base) period of one (1) year with four (4) one-year options.

Offeror's proposal demonstrates the capability to provide Integrated Prevention and Early Intervention (IPEI) Services, Behavioral and Developmental Services, and Caregiver Mental Health Services as outlined in the Statement of Work.

Offeror's approach to utilizing Motivational Interviewing and to implementing Dyadic Care and Care Coordination.

Offeror's approach to implementing Healthy Steps or partnership with an existing Healthy Steps site to optimize billable services.

Offeror's approach to implementing Care Coordination and use of a centralized intake process and development of referral pathways that best meet the family's needs as listed in SOW Section 7.4.2.

Describe Offeror's plan to provide culturally competent services, support the parent in parent-child interaction and child development, and link all families to medical providers and additional services that the family may need.

**Submission method:** Offeror must submit a complete original proposal in accordance with the format provided in this solicitation to the County of San Diego, Department of Purchasing and Contracting, through electronic upload to BuyNet before the Date and Time listed in Schedule. The County has posted this solicitation on its official BuyNet website at https://sdbuynet.sandiegocounty.gov/.

Submit electronic proposals as files in .pdf format, except where specified otherwise. All proposals shall be signed with a handwritten signature by an authorized officer or employee of the Offeror. Electronic or digital signatures will not be accepted.

**Proposals due January 11, 2027 prior to 3:00 p.m.** (San Diego Time).

Evaluations shall be based on the criteria contained in the Evaluation Criteria and Submittal Items to determine the proposals(s) that provide the best value to the County. The evaluation criteria listed below are in descending order of importance by paragraph, not subparagraph, and will be considered in the evaluation of the Offeror's written and oral proposals accordingly.

Offeror's response to these Submittal Items shall be no more than thirty (30) pages, excluding disclosures, financials, sample reports, supporting materials submitted as attachments, charts, tables, resumes, job descriptions, etc.
