Title VI Fare Equity and Revenue Impact Analyses

VTA seeks proposals (each a "Proposal") from responsive and responsible qualified firms (each a "Proposer") to provide support to VTA in evaluating the equity, ridership, and revenue impacts of proposed fare and fare media changes; conducting Title VI Fare Equity Analyses; supporting public outreach and Board engagement; and providing ongoing Title VI and federal compliance support.

The Task 1 and Task 3 as defined in the Exhibit 11, Scope of Work, will use firm, fixed price compensation structure. The scope of the Services specified in this Contract for Task 1 and Task 3 are a firm scope at a fixed price.

The Task 2 and Task 4 as defined in the Exhibit 11, Scope of Work, will use a time and materials compensation structure.

**Submission method:** Proposers responding to this Request for Proposals ("RFP") must submit the required Proposal materials no later than **2:00 p.m. Pacific Time on November 17, 2026** to VTA's Procurement Website (https://www.vta.org/business-center).

The term of this Contract will commence on the Effective Date and subject to GC-1.31 (Survival) will continue **two (2) years** unless terminated earlier ("Term").

The Contractor shall achieve its SBE commitment for the Services, to be included at the time of Contract execution based on the terms of the RFP.

The Contractor must comply with Exhibit 9 (Insurance Requirements).
