What the bid is for

The Pasco County Board of County Commissioners (County) is seeking written proposals from qualified firms to provide a real-time coastal and riverine water level monitoring system.

Scope

This project will establish a comprehensive water elevation monitoring network that will:

  • Provide real-time water data (height, depth, speed, temperature);
  • Monitor tidal, riverine, coastal, and urban stormwater flooding and compound flooding across diverse hydrologic environments;
  • Document storm surge heights and flooding patterns to support assessments, studies, evaluations, and modeling as well as state/federal funding applications;
  • Provide alerts for County staff during flood events, tropical storms, hurricanes, king tides, and blue sky events that can cause any flooding or compound flooding;
  • Support continuous, high-quality elevation records for hydrodynamic model calibration and flow rating curve development; and
  • Support data-driven decision making for current and future infrastructure and capital improvement projects.

Pasco County requires a fully managed, turnkey service where the Proposer assumes responsibility for deployment, operation, maintenance, data quality assurance, and technical support.

Proposer will provide fixed mount, non-contact (radar or acoustic/ultrasonic) sensors. The sensor type will vary depending on site location(s).

The Proposer will provide a monitoring network that will span locations across Pasco County, including coastal, tidal sites, inland riverine locations, and urban stormwater and canal systems.

All monitoring locations must be surveyed to establish accurate vertical datum references: North American Vertical Datum of 1988 (NAVD88) required for all sites.

Proposers must provide a modern, well-documented API for programmatic data access. All collected data remains the property of Pasco County.

Additional information

The successful Proposer(s) will be awarded an initial three (3)-year contract with up to four (4) consecutive one (1)-year renewals, as may be agreed upon in writing by both parties.

All work must also be performed in accordance with the RESTORE grant award no. RDCGR190666-01-00). The grant award is provided in Attachment A and is incorporated herein by reference. Any awarded Proposer will be a subrecipient under the grant.

Pricing must include all labor, tools, materials, equipment, insurance, and other related overhead costs necessary to perform the work as described herein unless otherwise stated.

All responses will be evaluated at the initial Evaluation Committee meeting. The Offerors shortlisted at this meeting may be required to give oral presentations to the Evaluation Committee on the date listed below.

The County reserves the right to begin negotiations with the top ranked firm after the evaluation phase is complete. All changes to the Timeline will be made through an addendum and posted on https://pascocountyfl.bonfirehub.com/.
