Guaranteed Energy Savings Performance Contract (GESPC)

The Atlanta Independent School System (hereinafter, “Atlanta Public Schools” or “APS”) invites qualified vendors to submit proposals for a Guaranteed Energy Savings Performance Contract in accordance with the State of Georgia’s Guaranteed Energy Savings Performance Contracting Act, O.C.G.A. 50-37-1 et seq (“Act”).

The objective of this RFP is to select an ESP to provide the services outlined in this RFP to Client for Guaranteed Energy Savings Performance Contract (GESPC) Project(s) at the Client’s facilities.

APS operates approximately 129 facilities totaling approximately 13.7 Million square feet. APS is pursuing a Guaranteed Energy Savings Performance Contract (GESPC) to reduce utility expenditures, address deferred maintenance, and improve environmental sustainability.

The successful ESCO will develop, design, build, and monitor a GESPC incorporating the following elements:

• Funding is provided through a guaranteed reduction in operating costs.
• Reduces energy consumption and peak energy demands.
• Reduces maintenance and other operational costs.
• Upgrades, retrofits, or replaces obsolete and/or inefficient systems.
• Offers training to employees on maintenance and repair of equipment and controls.

An ESP selected under this RFP will be required to execute an Investment Grade Audit Agreement, a form of which is attached hereto as Appendix 2. If Client elects to install or implement the energy conservation measures (ECMs) recommended by ESP, ESP will be required to execute a GESPC, a form of which is attached hereto as Appendix 3.

In accordance with the IGAA, ESP will be required to produce an audit report summarizing its recommendations for ECMs based on anticipated energy and operational cost savings or enhanced revenues resulting from the ECMs.

The district is specifically interested in evaluating the following Energy Conservation Measures (ECMs) at the facilities:

• Interior and Exterior LED Lighting
• HVAC Controls
• HVAC Equipment Replacement
• Solar Water Heating and Solar PV Installation
• Metering for Irrigation and Process Water & New Irrigation meter installations where no metering currently exists
• Building Envelope

Proposals shall be submitted online at https://aps.bonfirehub.com/opportunities/257454. The Office of Procurement Services will only accept proposals submitted online. Proposal submissions are due no later than **11:00 a.m. ET on November 23, 2026**.

Any proposal submitted in any other format (email, paper, fax, mail, etc.) will not be accepted for any reason.

The first one (1) year term of the contract will commence upon contract execution. The contract will include an option of up to four (4) additional one (1) year contract renewals if agreed upon by both Atlanta Public Schools and the vendor.

Proposals will be evaluated on the following criteria:
