What the bid is for

The "Inspection Truck Data Storage and Integration Project – OLIO & OIM" will utilize five (5) trucks with two (2) man crews that perform sanitary sewer and stormwater mainline pipe inspections daily throughout the City of Atlanta. These inspections traverse extensive distances and each inspection results in recorded footage used to review, analyze, and store pertinent data. Each video is augmented with metadata specific to inspection location, findings, and other information, then stored in the cloud. Videos will be reviewed by service managers to ensure compliance with regulatory and operational standards.

The above-mentioned contracting opportunity has been designated for competition by and between City of Atlanta Certified Small Business Enterprises (SBEs) only.

Scope

The vendor will provide technology for citywide inspection services, beginning with the oldest infrastructure sections in each of the four (4) quadrants throughout the city. The areas that are of emphasis and prioritization will be disseminated to the successful vendor based solely on the OLIO Collection Team’s historical failure research, and they include:

  • Sanitary Sewer Mains and Manholes – Closed-Circuit Television (CCTV) inspections, condition assessments, and defect coding.
  • Stormwater Structures – Closed-Circuit Television (CCTV) inspections of inlets, basins, culverts, and outfalls to verify structural integrity and hydraulic function.
  • Associated Appurtenances – Closed-Circuit Television (CCTV) inspections for deficiencies in cleanouts, service connections, and related infrastructure.

All inspections shall be coded in compliance with the latest NASSCO (National Association of Sewer Service Companies) standards and delivered in formats for future integration that are compatible with the City’s ESRI GIS Map Interface (GIS); Pearpoint Pipeline Inspection System; and its Asset Management Systems (AMS) - WaterWorks (aka CityWorks).

Vendor will provide unlimited cloud-based information storage and unlimited view mode users (Office View), which is included with software license(s). The retention period for said storage will be a minimum of 10 years.

Deliverables

  • Inspection Reports – By quadrant, including condition ratings, coded defects, and summary findings.
  • Digital Media – Video and photographic records of all inspections, indexed and georeferenced.
  • GIS Data Files – Updated datasets compatible with the City’s GIS and AMS platforms.
  • Prioritized Action Plan – Recommendations for repair, rehabilitation, or replacement.
  • Executive Summary Report – Citywide findings highlighting systemic risks and investment priorities.
