RFP #26-149 Freight Cluster Plan for Clayton County, GA

This Request for Proposals ("RFP") from qualified Proponents ("Proponent" or "Proponents") is for Freight Cluster Plans for Clayton County ("County"), Georgia. A detailed Scope of Services ("SOS") is set forth in this RFP.

The County is soliciting proposals from interested, and qualified firms that are experienced in providing Freight Cluster Plans for Clayton County, Georgia.

The County is seeking Freight Cluster Plans for Clayton County, Georgia as specified in this RFP and Attachment A, Scope of Services (SOS), attached hereto and incorporated herein by reference.

Minimum Requirements

• Each Proponent must submit with its Proposal documentation that demonstrates it is duly authorized to conduct business in the State of Georgia.
• The Proponent shall maintain and provide copies of all required Federal, State and Local licenses, certifications or permits.
• Proponent must provide at least three (3) references of other clients with similar nature of work described in this RFP during the past five (5) years.
• Proponents or their team must be prequalified with the Georgian Department of Transportation (GDOT) in Area Class 1.02 (Urban Area and Regional Transportation Planning), and Area Class 1.07 (Attitude, Opinion, and Community Value Studies), Area Class 1.10 (Traffic Projections), Area Class 3.06 (Traffic Operations Studies), and Area Class 3.07 (Traffic Operations Design)

**Submission method:** Responses to this RFP will be accepted online at https://www.bidnetdirect.com/georgia/claytoncounty on Thursday, November 19, 2026 by 3:00 P.M., Eastern Standard Time (EST).

Proposals submitted in response to this RFP must be valid for a period of One Hundred and Twenty (120) calendar days from the Proposal Submission Deadline and must be marked as such.

Oral presentations/interviews and product demonstrations may be required before the final selection and award. Oral presentations, if required, will be held the week of December 28, 2026 - December 31, 2026.

Term of Contract

The Contract shall commence within ten (10) calendar days after receipt of written Notice to Proceed. The County requires that all work associated with this project be completed by October 30, 2028.
