RFP #27-031 DOCO Jail HVAC Rebuild & Cooling Tower Installation

Competitive sealed proposals will be received by the City of Albany, Procurement Division, 222 Pine Avenue, Suite 260, Albany, GA 31701 until **5:00 pm., on November 13, 2026**, from qualified firms for a contract to provide the service to rebuild the chiller and install a cooling tower located at the Dougherty County Jail.

Dougherty County strongly encourages Small Business firms to participate in this RFP.

Chiller 1 & 2 Scope of Work

• Provide all labor, material and rigging.
• Recover all Freon from chiller. Send to Trane Manufacture to have cleaned to ARI Specifications.
• Disassemble chiller.
• Grind chiller shell until all rust has been removed back to original metal. Install two coats of steel industrial primer. Install two coats of Trane specified primer and finish paint.
• Pull motor and send to Trane Manufacture for a clean, dip and bake; install with OEM specified bearing from Trane.
• Replace oil pump and motor with OEM Trane specified parts.
• Rebuild first and third stage vanes.
• Reassemble chiller using OEM O-rings and gaskets.
• Brush and eddy current all tubes.
• Leak check chiller and verify no leaks.
• Perform 24 hour standing pressure test.
• Upgrade Trane control panel to OEM specified Trane new control panel.
• Provide 5-year warranty on machine and workmanship.
• All workmanship will be provided by Trane Certified Technicians. NO Exceptions!
• Provide as an alternate new chiller pricing with Trane Mag bearing chiller with 10-year warranty.

Tower 1 & 2 Scope of Work

• Provide all labor, material, and rigging.
• Provide new Marley cooling tower.
• Replace Marley with all stainless-steel tower with internal walkways.
• Modify piping as required.
• Insulate as required.
• Provide rental tower if needed or rental air-cooled chiller.
• Provide a 5 year-warranty.

Rental (if needed) Scope of Work

• Install Tees for rental if needed for air cooled chiller.
• Provide generator if needed for rental chiller.
• Provide rental chiller or tower.

Submit one (1) original and six (6) copies of your proposal on company letterhead and have an authorized official sign documents. Submittals should be clearly marked on the outside as "RFP #27-031, DOCO Jail HVAC Rebuild and Cooling Tower Installation".

Proposals must be received no later than **5:00 P.M. November 13, 2026**, at the City of Albany Procurement Office, 222 Pine Avenue, Suite 260, Albany, Ga. 31701. Sealed responses may be hand delivered or mailed to the above listed address.

The proposer shall procure and maintain in force, at its expense, liability insurance including Automobile, General and Errors and Omissions of at least **$1,000,000** per occurrence and an annual aggregate, where it applies, of at least **$2,000,000**. The proposer must also certify for Workers Compensation statutory coverage and Employers Liability of at least $1,000,000.

Dougherty County seeks a one (1) year firm price contract with no options to renew. [...] This will be the only site visit and tour.
