The receiving of bids for KAMEHAMEHA HIGHWAY INTERSECTION IMPROVEMENTS AT KUALA STREET, VICINITY OF PEARL CITY, DISTRICT OF EWA, ISLAND OF OAHU, FEDERAL-AID PROJECT NO. NH-099-1(033), will begin as of the HIePRO Release Date. [...] The scope of work consists of the installation of traffic signals, resurfacing, repairing/reconstruction of weakened pavement; installation of concrete pavement; upgrading of existing guardrails; addition of drain lines and storm drain structures; pavement marking and signage; highway lighting upgrades and other site improvements required to complete this project.

The estimated cost of construction is between **$17,000,000 and $20,000,000**.

Bidders shall register and submit complete bids through **HIePRO** only. [...] **HIePRO OFFER DUE DATE AND TIME is December 3, 2026, at 2:00 p.m., Hawaii Standard Time (HST).** Bidders shall submit and upload the complete proposal to HIePRO prior to the offer due date and time. To be eligible for award, bidders shall possess a valid State of Hawaii General Engineering "A" license prior to the award of contract.

All Request for Information (RFI) questions and Substitution Requests shall be submitted in HIePRO no later than November 19, 2026, at 2:00 p.m., HST.

The State reserves the right to reject any or all proposals and to waive any defects in said proposals in the best interest of the public.
