Western Avenue Greenway Improvements

The City of Joliet seeks a qualified contractor to furnish all labor, supervision, materials, equipment, delivery, traffic and pedestrian controls, permits, utility coordination, protection, installation, testing, cleanup, and restoration required to complete landscape removals and public-space improvements along the north side of the 300 block of Western Avenue, including the corner of Western Avenue and Hickory Street and the central seating and holiday tree area. The work shall be complete, operational, and accepted by the City.

The City of Joliet, Illinois, does hereby invites sealed bids for the Western Avenue Greenway Improvements along the north side of the 300 block of Western Avenue, including the Western Avenue and Hickory Street corner and the central seating and holiday tree area.

Work includes removal of 13 trees; retaining-wall cleaning; landscape and lawn removals; fabrication and installation of a post-mounted sign; installation of shrubs, groundcover, sod, and mulch; 22 log steppers; and installation of seating units with associated excavation, aggregate bases, concrete pads and footings, site protection, cleanup, and restoration.

Bidders shall price the work as a complete project and provide the component pricing requested in the bid schedule. Quantities are based on the project description and are subject to field verification.

Project 1 Landscape Removals

• Remove deciduous shade trees, 6 to 24 inch caliper; grind each stump to 18 inches below grade; remove debris; backfill with topsoil; and restore with lawn seed. (10 Each)
• Remove evergreen trees, approximately 20 feet high; grind each stump to 18 inches below grade; remove debris; backfill with topsoil; and restore with lawn seed. (3 Each)

Project 2 Corner Landscaping at Western Avenue and Hickory Street

• Remove three existing flagpoles and their foundations.
• Power wash the segmental retaining-wall sections east and west of Hickory Street.
• Remove existing groundcover (350 SF) and lawn (675 SF).
• Furnish and install shrubs and groundcover planting.
• Excavate and install 12-inch-deep engineered fiber mulch around log steppers (675 SF).

Project 3 Central Seating and Holiday Tree Area

• Purchase and install Model #CBPB-6SB-BK Commercial Steel Outdoor Bench with Straight Black River Finish. (4 Each)
• Furnish and install 4" concrete seating area for benches to be installed on, facing towards tree area. (750 SF)
• Furnish and install 4 inches of topsoil and sodded lawn. (3,510 SF)
• Furnish and install screening shrubs, minimum 4 feet high at installation, spaced 4 feet on center. (20 Each)
• Furnish and install 3-inch-deep landscape mulch in approved planting areas. (675 SF)

All vendors must self-register in the Euna Procurement (Bonfire) portal for the City of Joliet, accept all terms and conditions, and opt in to notifications. All bids must be submitted through Euna Procurement (Bonfire) by **10 a.m. local time on 11/18/2026**, at which time they will be opened and publicly read aloud in Conference Room #1, City Hall, 150 W. Jefferson Street, Joliet, Illinois 60432.

The City of Joliet reserves the right to reject any or all bids, reject any part of a bid, or waive technical errors or omissions in bids.

Substantial Completion: Bidder shall state proposed calendar days from Notice to Proceed. Final Completion: Within 15 calendar days after substantial completion unless otherwise stated by the City.

Contractor shall warrant workmanship and non-plant materials for one year after final acceptance unless a longer manufacturer warranty applies.
