24oz. Water Bottle w/ Breastfeeding Message

This Invitation for Bids (IFB) is issued to procure the goods or services, as specified in this Section 2 from a contract between the successful bidder(s) and the State of Maryland (“State”): The Maryland Department of Health (MDH or the Department), Prevention and Health Promotion Administration, WIC Program, seeks to procure 10,000 customized, reusable 24 fluid ounce water bottles with flip-straw lids for distribution to breastfeeding WIC participants.

It is the State’s intention to obtain commodities, as specified in this IFB, from a contract between the selected Bidder and the State.

This is a single award IFB.

The Contractor shall provide specification requirements according to attached document identified as Exhibit A:

• Color: Bottle – Purple; Lid – Purple
• Size: 24 Fluid Ounces
• Dimension: 9” H
• Material: Tritan Copolyester Plastic
• Quantity: 10,000 Bottles
• Cost: All Inclusive Total Bid Cost Not to Exceed **$40,000**

The unit cost should include product, imprint, and shipping to Hagerstown, MD 21742.

Each bottle must be customized and shall feature a white imprint on two opposite sides: the Maryland WIC logo on one side and the breastfeeding graphic on the other side. Each design shall be centered within its respective imprint area.

Each bottle must contain the following messages on three (3) of the four (4) removable silicone bands: “Healthy Habits” “Breast Milk for Baby” “Water for Mom”

Expected Delivery: No later than March 1, 2027

The Vendor shall provide advance notice of delivery by email to Michael.Schoppert@maryland.gov with a copy to Jackee.Hirsch@maryland.gov using “Delivery Schedule Request” in the subject line.

**Bid Due (Closing) Date and Time:** November 20, 2026 – 2:00 PM Local Time

A Contract will be awarded in accordance with the Competitive Sealed Bidding method under COMAR 21.05.02.

Multiple or alternate Bids will not be accepted.

This is a Small Business Reserve Procurement for which the award will be limited to certified small business vendors.

The bidder shall submit one (1) sample of the exact product offered, without imprint, for evaluation against the specification in Exhibit A. A hard-copy artwork proof showing the proposed placement of the Maryland WIC logo, breastfeeding graphic, and silicone band messages shall also be submitted with the bid. Failure to submit the required sample with the bid shall result in the bid being deemed non-responsive.

Multi-Step Competitive Sealed Bidding: Step 1: Technical Offers will be evaluated to determine whether they are acceptable or unacceptable. Step 2: Only bids associated with acceptable Technical Offers will be opened and evaluated for award.
