Exterior Waterproofing at Owasso Police Department

The purpose of these Specifications is to provide for Owasso Police Department Waterproofing for the City of Owasso, Oklahoma. The CONTRACTOR is to provide all material and labor for construction and completion in every detail the work described.

The work is generally described as exterior waterproofing and related remedial work at the Owasso Police Department, including EIFS repair and coating, cleaning and sealing of the masonry, and joint sealants as the Base Bid, with alternates as described in the Project Document.

This Section describes the scope of work for the exterior waterproofing and related remedial work at the Owasso Police Department, a two-story dispatch / main structure and adjoining single-story areas, in Owasso, Oklahoma. The work is waterproofing, joint sealant, coating, sheet metal, drainage, and concrete repair. No mechanical, electrical, or interior finish work is included except as specifically noted.

Section includes:

• Below-grade foundation waterproofing along the landscape beds from the southwest corner, along the west and north elevations, to the northeast corner of the two-story structure, using a liquid-applied membrane.
• Cleaning / low-pressure washing of the exterior masonry.
• Removal and replacement of joint sealant at control joints, all sidewalk / flatwork joints, and masonry-to-metal joints at windows and doors, with color-matched sealant.
• Application of a clear silane-siloxane water repellent to the split-face block and brick masonry.
• EIFS repair and an elastomeric coating system (primer plus two coats).
• Downspout and collector-head work, including new conductor heads, PVC internal-drain pipe repair / replacement, grout, and penetration sealing.
• Renewal of the standing-seam mansard internal gutter, bid as two options (TPO liner or silicone coating).
• Repair of the expansion joints at the north and south sides.
• Concrete repair and replacement at the north and south sidewalks, the handicap ramp, and the lightpole base.

**Submission:** Sealed Bids will be received until **2:00 PM CST on November 30, 2026**, by delivery to Owasso City Hall, 200 South Main Street, Owasso, Oklahoma, 74055. Bids shall be submitted in an opaque sealed envelope marked with the Project Title and name and address of the Bidder. Any BID received after the time and date specified shall not be considered.

Failure to attend the mandatory pre-bid conference will disqualify the bidder from bidding on this project.

PERFORMANCE AND MAINTENANCE AND STATUTORY PAYMENT BONDS in the amount of **100 percent (100%)** of the Contract Price, with a corporate surety approved by the CITY OF OWASSO, will be required for the faithful performance of the contract.

The construction contract time for this project is **thirty (30) calendar days** to be completed and ready for final payment. The Bid acceptance period is thirty (30) calendar days following the day of the Bid opening.

Copies of the PROJECT DOCUMENTS may be purchased at Owasso City Hall upon payment of **$21.00** for each set.
