The Department of Corrections (DOC) is seeking information regarding commercially available solutions that can securely support the clients of the Office of Victim Advocate (OVA) with OVA communication via a mobile application. The mobile application will be integrated with OVA’s internal case management application.
The Commonwealth of Pennsylvania (Commonwealth) issues this Request for Information (RFI) to solicit information that will be used to assist with the development of a solicitation for an electronic purchase solution which may be released by the Commonwealth in the near future.
The Department is interested in understanding whether other solutions could add to and streamline this process, by providing the option for the OVA client to view their letters via secure mobile application, the option to receive push notifications, to send updated contact information such as via a contact form, and to send documents by document type.
In summary:
Allow user to:
1. Register as a user with an existing, active OVA Client ID number.
2. Provide current contact information via message/form. Sends to a specified OVA email address, and OVA will update manually in their system.
3. Opt-in or out of push notifications.
4. Receive push notification of a new OVA letter.
5. View list of letters created in OVA system for the active client as recipient.
6. View the letter sent to the client from OVA. (PDF viewer)
7. Provide a document(s) attachment to OVA such as for victim input or release of information. The user will need to select the type of document. The user will need to indicate which offender the document regards, if victim input. The document(s) and document type will be stored in OVA application along with user and timestamp information. (The DOC BIT team will build a dashboard in the internal OVA application to display the document/information from the victim as intake.)
The Commonwealth is requesting feedback from firms with expertise in an electronic purchase solution, as set forth below:
1. Include a cover letter, with the RFI response, on Company Letterhead, which includes a point of contact name, phone number and email address.
2. Complete *Attachment A, Scheduling Software Solution Questionnaire*. Please respond to the questions in the questionnaire and limit the responses to these questions only.
The sole point of contact for this RFI shall be Amanda Wasko at amawasko@pa.gov.
The Commonwealth is requesting that all responses to this RFI be submitted **via email** to Amanda Wasko at amawasko@pa.gov by **10:00AM on 11/19/2022** with the subject line of Mobile Application - 6100066884.
