RFB for Wellsboro Intersection Improvements

Tioga County Commissioners (Sponsor) is requesting Bids for the construction of the following Project:

WELLSBORO INTERSECTION IMPROVEMENTS IN WELLSBORO BOROUGH TIOGA COUNTY, PENNSYLVANIA

This project involves sidewalk and intersection improvements at three sites in Wellsboro Borough, Tioga County, PA. Work may include minor grading/excavation work, installation of concrete sidewalk and curbs, placement of asphalt surfaces, and signing and pavement markings.

This project is funded, in part, with funds from the Department of Conservation of Natural Resources Community Conservation Partnership Program funds.

This project involves sidewalk and intersection improvements at three sites in Wellsboro Borough, Tioga County, PA. Work may include minor grading/excavation work, installation of concrete sidewalk and curbs, placement of asphalt surfaces, and signing and pavement markings.

Construction is anticipated to begin on or about December 1, 2026 and be completed by April 30, 2027.

All work shall be in conformance with the current Pennsylvania Department of Transportation Publications and the Contract Specifications.

**Submission method:** Sealed proposals will be received online via the PennBid program by Tioga County until **10:00 AM November 17, 2026**. At 11:00 AM, the Bids will be electronically opened and read aloud in the Commissioner’s conference room located at the Tioga County Courthouse.

Each proposal must be accompanied by a copy of a Certified Check or Bid Bond payable to “Tioga County”, in an amount not less than **Ten percent (10%)** of the bid total.

Performance financial security and payment financial security, each in an amount equal to **100%** of the contract price in form set forth in the bidding documents, and evidence of all required insurance as set forth in the bidding documents, must be furnished by the successful Bidder at the time set forth in the bidding documents.

This project is subject to the requirements of the Prevailing Wage Act.

If the Contract is awarded, it shall be awarded to the lowest responsible and responsive Bidder, as determined by the Sponsor.

Each Bidder is strongly encouraged to visit the site of the proposed work to become acquainted with existing conditions affecting the work.

Pre-qualification of bidders, as specified in Section 102.01 of Publication 408, IS NOT required on this project.
