Sediment Deposit Removal and Bridge Repairs

The County of Lycoming is requesting sealed bids for Sediment Deposit Removal and Bridge Repairs: Lycoming County Bridge No. 105. This Invitation to Bid (ITB) is issued by the Lycoming County Financial Management Office on behalf of the Lycoming County Board of Commissioners. The County is seeking to identify and select one (1) Bidder to perform the work as listed above.

Scope of Work

• Concrete repairs to parapets, sidewalk and curb.
• Sediment deposit removal.
• Mill and overlay approach roadways.
• Seal joints between approach roadways and bridge deck.
• Clean and epoxy seal the concrete diaphragm on both sides of pier.
• Clean and flush concrete bridge deck, parapets and sidewalks.
• Apply protective coating to the bridge deck, parapets and sidewalks.
• Remove and replace sidewalk.

Sediment Deposit Removal must be completed prior to December 31, 2026 and the remainder of the work completed by June 4, 2027.

Submission

Bids shall be submitted electronically via PennBid no later than Wednesday, November 11, 2026, 5:00 P.M. EST. Paper submissions and bids delivered by fax or electronic means are not acceptable and will not be considered. Complete bidding documents are available at no cost on PennBid (www.pennbid.net).

Bids will be opened publicly at 10:00 A.M., EST, on Thursday, November 12, 2026, in the Commissioners’ Board Room located on the 1st Floor of the Lycoming County Executive Plaza Building.

Questions shall be submitted via the “Clarifications” feature of PennBid.

Requirements

• Pennsylvania Department of Transportation prequalification is **required**. The successful bidder must be prequalified in the work class code S2 for the repair of concrete or steel bridges.
• PA prevailing wage rates do apply to this contract.
• A *Non-Collusion Affidavit* must be submitted with all bids.
• Bids must be accompanied by bid security in the amount of ten percent (10%) of the total amount of the bid.
• Performance bond and labor and materials payment bond are each 100% of the total contract amount.
• Bids shall remain firm for 60 days from the date of bid opening.

Evaluation and Award

The County will award the contract(s) to the lowest and best responsive, responsible Bidder(s) meeting all terms, conditions, and specifications of the ITB, within 60 days of the opening of the bids.

Contract Term

The contract shall commence upon award and terminate on December 31, 2026, for Sediment Deposit Removal (PAYMENT ITEM 3), and final contract termination on June 4, 2027.
