Trees and Tree Planting

It is the intent of the City of Philadelphia to make an award for Trees and Tree Planting for the various City department(s) specified herein during the contract period.

The successful bidder(s) shall be required to provide the City of Philadelphia’s Agencies/Departments with TREES AND TREE PLANTING SERVICES as specified in Sections 2 of this Invitation and Bid.

Estimated expenditures for contract period: **$300,390.00**

All trees and/or services furnished as a result of this bid must be in accordance with Procurement Department Specification 26-P-2i:18. Sections 2.1.2 through 2.1.15 of the Invitation and Bid document are a summary of the spec; for complete requirements and specifications, please refer to the spec.

Supply all labor and materials to perform tree planting on the streets of Philadelphia, including the cutting and removal of concrete sidewalks, as required per Procurement Specification 26-P-2i:18. [...]

The amount of work performed under this contract shall depend on the availability of funds and the final bid price. Minor quantity changes and species substitution may be made by Philadelphia Parks and Recreation (PPR), if the requested species is not available or on-site conditions dictate. Trees will be planted in their proper seasons.

All trees shall be tagged prior to planting. [...] Tree trunk measurements must be a minimum of 2" to 2-1/2" caliper or a minimum of over 2-1/2" to 3" caliper as specified by the Contract Manager.

Sellers are required to plant balled & burlapped or bare root trees. Container trees will not be accepted unless approved in advance by PPR or its agent. [...]

Planting Season

Fall planting must begin by October 15th, and end by December 31st. Spring planting begins March 1st, and concludes by May 31st. On days when temperatures fall below 30 degrees F, planting is not allowed except as approved by PPR. [...]

Reporting Procedure

Seller shall submit a daily work report to Philadelphia Parks and Recreation’s Urban Forestry Contract Management or its agent that contains the following information:

1. Date
2. Park district and zip code
3. Starting locations for the day
4. All work completed the previous day by specific address, park district and zip code
5. Comments regarding damages, homeowner’s refusal, delays, etc

The corners of all concrete cuts must be at a 90-degree angle and perfectly straight. Before any cutting or digging begins, the seller is required to call PA One Call System in accordance with Pennsylvania Act #287.

**Contract Term:** Date of award through twelve (12) months (“Initial Term”), with an option to renew for up to four (4) additional one (1) year periods, (“the Renewal Term”) exercisable, at the City’s sole discretion, as of the expiration of the Initial Term or the current Renewal term.

All quotes must be electronically submitted to PHLContracts by a seller with legal authority to bind the seller's Company. Sellers must submit their electronic quote to the City of Philadelphia through PHLContracts no later than **10:30 AM** on the date that the bid opens.

All vendors must be enrolled in the City's Annual Bid Security Program. All sellers must pay the non-refundable Annual Bid Security Program fee of **$100.00**. Sellers must pay, for each submitted quote, a non-refundable Bid Processing Fee of **$25.00**.

Seller(s) must submit proper documentation of ISA Certified Arborist certifications for current staff member with their bid.

Questions must be received no later than seven (7) calendar days prior to the scheduled opening date of the bid.

A comprehensive General Liability Policy - said policy of insurance to have minimum limits, unless otherwise specified, of $1,000,000.00 per occurrence bodily injury and $1,000,000.00 per occurrence property damage [...]. A Worker's Compensation and Employer's Liability Insurance Policy with a Statutory Limit for Workmen's Compensation and a limit of $500,000.00 per accident for employer's liability.

A site inspection is not applicable to this bid.
