It is strongly recommended that vendors include all shipping and freight charges in their quoted prices for each item. This ensures a fair and transparent comparison of all proposals. Once the bid is awarded, vendors will not be permitted to change the pricing for the quoted items or add any additional shipping and freight charges.

If an alternate product is proposed, it is **mandatory** for the bidder to specify both the brand and model number of such an item. Additionally, comprehensive documentation detailing the proposed alternative must be submitted alongside the bid.

The seller is expected to comply with all specifications outlined in this document to be considered for the contract. Failure to meet these requirements may result in disqualification from the bidding process.

Quotes must be electronically submitted to PHLContracts by a seller with legal authority to bind the seller’s Company. [...] In no event will the City accept a Quote from seller unless City has received a duly completed and signed *Consent and Authorization Agreement* by the Submission Date specified in PHLContracts.

In the event seller submits more than one quote to the same Bid Solicitation, only the last quote submitted by the time of bid opening will be considered for award.

All terms and prices quoted shall be valid for 60 days from the Submission Date.

The contract will be awarded to the lowest, responsible, responsive Seller.

The term of the Contract shall commence on the Effective Date in PHLContracts (Effective Date) and shall terminate automatically 365 days thereafter. [...] In no event shall the term of the Contract exceed 365 days.

All products must be delivered, at the prices quoted, FOB Destination Point.

The total amount of the Quote shall be less than $45,000, increased every City fiscal year by the percentage increase in the CPI-U from January 1, 2020, to the most recently published CPI-U, and rounded to the nearest one thousand dollars ($1,000).

Insurance

• Workers’ Compensation – Statutory limits
• General Liability: $500,000 per occurrence combined single limit for bodily injury (including death) and property damage liability.
• Automobile Liability: $300,000 per occurrence combined single limit for bodily injury (including death) and property damage liability.

Contractors providing only supplies and equipment to the City via Common Carrier are only required to maintain General Liability insurance, naming the City of Philadelphia, its officers, employees and agents as additional insureds.
