Water Treatment Plant Entrance Gate Modification

The Houtzdale Municipal Authority (Owner) is requesting Bids for the construction of the following Project: Water Treatment Plant Entrance Gate Modification.

The Project includes the following Work: The installation of an electrically-actuated slide gate and associated access control equipment at the entrance of a water treatment plant.

Bids are requested for the following Contract: 26-03: General Construction.

Bids for the construction of the Project will be received through the PennBid program, until **Monday, November 16, 2026 at 10:00 AM local time**. At that time the Bids received will be opened and read.

**Sealed bids are to be submitted online through PennBID.** Bidders can submit, update, and withdraw bids until the date and time described in the Advertisement for Bids. All bidders shall submit all executed documents included with the bids in original form to the Owner within 3 business days of the bid opening date.

Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than **10%**.

All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the *Instructions to Bidders*. Telephone inquiries are unacceptable.

Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. All Bidders are required to submit a *Public Works Employment Verification Form* as a precondition for the Contract Award.

The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.

All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date.

Bidder is required to visit the Site and conduct a thorough visual examination of the Site and adjacent areas. A pre-bid conference will not be conducted for this Project.
