ITB - General Watershed Repairs to Channels (E) White Oak Bayou, (W) Buffalo Bayou, (H) Hunting Bayou, and (P118) Halls Bayou for the Harris County Flood Control District

Harris County is soliciting bids for general watershed repairs to channels of White Oak Bayou, Buffalo Bayou, Hunting Bayou, and Halls Bayou for the Harris County Flood Control District for one (1) year beginning approximately January 1, 2027.

This project will consist of furnishing all personnel, labor, materials, and incidentals necessary for general watershed repairs to channels of White Oak Bayou, Buffalo Bayou, Hunting Bayou, and Halls Bayou for HCFCD.

For bidding purposes and to get a better understanding of the requirements of this bid, please refer to the attachment titled *Project Manual*, and *Drawings* under Supporting Documents inside Bonfire.

All channel/basin work to be performed under this contract is to be performed in accordance with the Harris County Flood Control District, "2020 Standard Construction Specifications and Details," dated June 2020.

Coordination of the project will be through HCFCD and all invoices must be routed through their department. All invoices shall include submission requirements stated herein including completed certified payroll records and lien waivers (if applicable).

The *Extra Work Items* section of the BidTable are to be used only on the instructions of the field engineer on the job.

**Submission method:** Offerors must submit a completed bid online through Bonfire (preferred method) or as a hard copy before **2:00 P.M. LOCAL TIME IN HOUSTON, TEXAS** on the date specified. Late bids will not be accepted for any reason.

The rates quoted on the BidTable (bid pricing sheets) within Bonfire must be all-inclusive. Quantities are estimated. Harris County may require more or less. In case of a discrepancy between unit and total pricing, unit pricing governs.

Harris County reserves the right to award this contract on the basis of LOWEST AND BEST OFFER in accordance with the laws of the State of Texas, to waive any formality or irregularity, to make awards to more than one offeror, to reject any or all bids.

GC 2253.021, Performance and Payment Bonds, requires the vendor to provide a payment bond on all public works jobs that exceed **$25,000**, and a performance bond on all public works jobs that exceed **$100,000**.

Harris County may consider four (4) one-year renewal options, renewable one (1) year at a time, based on the same terms and conditions. Any annual CPI adjustment increase shall be capped not to exceed four percent (4.0%) or a negotiated percentage less than the established cap.
