Enterprise Resource Planning (ERP) Solution, Implementation and Support Services for Harris County
The project shall begin on or about April 15, 2027, and end April 14, 2030, with three (3) five-year renewal options or until all services ordered prior to the expiration date have been satisfactorily delivered and accepted or performed satisfactorily for the using department.
The anticipated Contract Term under this RFP is for three (3) years with a maximum of three (3) five-year renewal options.
The selected vendor shall be prepared to launch the Initiation Phase of the project within three (3) weeks of the County providing notice to proceed. The County’s estimated schedule for the completion of the final implementation phase is three (3) years from project initiation.

Offerors are expected to propose a schedule aligned with or reasonably close to the County’s anticipated timeframe. Any deviations from this timeframe should be reasonable and supported by appropriate justification.
**Implementation Services** (Section 7 of the proposal):
RFPs may be submitted in a hard copy, or electronically as detailed below.
Hard copy Proposals must be hand-delivered or mailed to the Harris County Purchasing Agent, 1111 Fannin Street, 12th Floor, Houston, Texas 77002. Proposals must be sealed and must show the RFP Number, Description and be marked “SEALED PROPOSAL”. Proposal packages must include ONE (1) original Proposal package, clearly marked “ORIGINAL”, and THREE (3) copies of the Proposal package, clearly marked “COPY”.
Offerors choosing to submit in digital format may electronically submit offers through Bonfire (https://harriscountytx.bonfirehub.com/portal/). Offers submitted via e-mail will be rejected. THE ELECTRONIC BID MANAGEMENT SYSTEM WILL NOT ACCEPT LATE SUBMISSIONS.
All proposals are required to remain in effect for at least 120 days from the date of submission.
Award will be made to the responsible firm whose proposal is the most advantageous to the County, with price and other factors considered.
