Court Ordered Treatment and Education Services

The City of Avondale (the “City”) is issuing this Request For Proposals (this “RFP”) seeking proposals (“Proposals”) from qualified, licensed firms (“Vendors”) interested in providing professional services consisting of court-ordered treatment and educational services (the “Services”).

The City of Avondale is soliciting this Request for Proposals from qualified firms or individuals to provide professional screening, counseling, treatment services, electronic monitoring, and remote alcohol testing services to court defendants (herein after as “Customer”) for cases referred by the City of Avondale Court(s) involving misdemeanor criminal offenses.

Customers are referred and/or directed by the Court to register and complete counseling programs on an as-required basis. The Counseling Services most commonly consist of:

• Alcohol/substance abuse screening and subsequent treatment (that primarily involves driving under the influence “DUI”),
• Violence intervention (that primarily involves domestic violence),
• Anger control,
• Life skills,
• Parenting skills,
• Shoplifting,
• Disorderly Conduct Program, or
• Other as determined by the referring Court

The Customer is liable for all payment to the Consultant. The Services will be provided on an as-required basis, and the City does not guarantee a minimum amount of Services during the term of this Agreement.

**Mandatory Requirements.** Consultant shall have a current license issued by the AZ Department of Health Services, Office of Behavioral Health Licensing, for domestic violence and substance abuse counseling. Consultant shall have the ability to conduct intake screening and treatment classes at the Consultant’s facility. Treatment classes must be available to Customers on at least two (2) evenings per week after 5:00 p.m. Weekend availability is preferable but not required.

Consultant shall provide each customer with a single invoice listing all Services separately and their individual cost in accordance with the Price Sheet.

**Submittal.** Interested Vendors shall submit through the City's OpenGov portal located at: https://procurement.opengov.com/portal/avondaleaz. All Proposals shall be submitted electronically through the City's OpenGov portal before the Proposal Due Date and Time indicated in the section titled Timeline. Telegraphic (facsimile), electronic (e-mail) or mailgram Proposals will not be considered.

The Proposal shall be a maximum of 12 pages to address the Proposal criteria (excluding cover letter, resumes, and Past Performance Verification Evaluation Submittals [...]). The preferred font for the Proposal is 11 pt, Arial or Times New Roman.

In order to allow for an adequate evaluation, the City requires the Proposal to be valid and irrevocable for 90 days after the Proposal Due Date and Time indicated in the section titled Timeline.

If necessary, the Selection Committee may conduct oral interviews with up to three (3) of the highest-ranked Vendors based upon the Proposal submittal scoring.

Anticipated Agreement Start Date: January 1, 2027.
