What the bid is for

The City of San Luis is accepting Statements of Qualification (SOQ) from qualified firms to provide continuing on-call, open-ended engineering services for consultation, design work and other professional services, as would be required of a City Engineer.

The selected firms may be requested to provide professional engineering services for a variety of municipal capital improvement projects, including street and roadway improvements, traffic engineering, water and wastewater infrastructure, drainage and flood control, utility improvements, site development, and other public infrastructure projects.

Services will be authorized on an as-needed basis through individual project assignments or task orders. The City intends to use these on-call services to supplement its in-house engineering staff and support the planning, design, and delivery of municipal capital improvement projects. The City does not guarantee a minimum number or dollar value of assignments.

Scope

The City of San Luis is seeking submissions of qualifications from qualified engineering firms to provide On-Call Professional Engineering Services.

[...] Individual assignments will be authorized by the City through task orders issued in accordance with the resulting agreement. Each task order will identify the applicable scope of services, schedule, deliverables, and fee or method of compensation.

Services may include, but are not limited to, the following:

  • Public Works Projects, including the design or redesign of wastewater treatment facilities, wastewater lift stations, sewer gravity mains, force mains, and related infrastructure;
  • Water System Projects, including the design or redesign of water treatment facilities, wells, water storage facilities, pump stations, waterlines, and related infrastructure;
  • Transportation and Roadway Projects, including the design or redesign of streets, roadways, intersections, drainage improvements, pedestrian and bicycle facilities, and related infrastructure;
  • Traffic Engineering and Transportation Services, including traffic impact studies, traffic operations analysis, traffic signal design, intersection analysis, signing and pavement marking, traffic control, transportation planning, traffic counts, multimodal transportation analysis, and coordination with ADOT and other transportation agencies;
  • Subdivision and Development Engineering, including subdivision improvement plans, engineering review, platting, lot ties, records of survey, infrastructure plans, and related development services;
  • Geotechnical and Materials Testing, including geotechnical investigations, construction materials testing, special testing, and water or wastewater-related sampling, as applicable;
  • Environmental and Regulatory Services, including environmental studies, technical reviews, permitting, and coordination with federal, state, and local agencies;

  • Mechanical Engineering, including mechanical systems design, evaluation, and rehabilitation for water and wastewater facilities, pump stations, treatment facilities, buildings, HVAC systems, equipment, and other City infrastructure;
  • Technical Consultation and Advisory Services [...];
