The City is seeking qualified residential property inspectors in connection with its acquisition and disposition of a real estate portfolio of approximately six (6) vacant single-family or duplex properties.
Pursuant to California Senate Bill 959 (Portantino, 2022), the City of Pasadena has the opportunity to purchase vacant surplus properties from the California Department of Transportation ("Caltrans"). The City anticipates purchasing approximately six (6) vacant properties from Caltrans. Properties will then be sold "as-is" to market buyers, and the sales proceeds will be deployed for the acquisition or development of affordable housing in the City.
In connection with its purchase and the subsequent sale of these residential properties, the City is seeking the services of home inspectors who are capable of providing comprehensive due diligence inspection services, including, but not limited to: 1) surveys, 2) mold, lead, and asbestos inspections, 3) termite inspections, 4) roof inspections, 5) sewer inspections, and 6) inspection of grounds, structure, exterior surfaces, windows, doors, roof, attic, interior rooms, kitchen, bathroom, plumbing, heating/cooling system, electrical, plumbing, and crawl space/basement, as applicable.
Parties interested in responding are required to submit proposals electronically through the City of Pasadena's eProcurement Portal no later than **3:00 pm on Friday, November 6, 2026**. Proposals must be received in the system prior to the deadline.
The entire proposal must be formatted on standard-size 8½"x11" pages; 12 point font only. The "Technical Proposal," "Additional Data," and "Statement of Qualifications" can be no more than 50 grand total pages.
The proposal must be prepared in two parts: a "Technical Proposal" and a "Price Proposal." Each of the parts shall be separate and complete in itself so evaluation of one may be accomplished separate from the evaluation of the other. [...] Once a proposal is opened, a PROPOSER is expected to maintain an availability of service as set forth in its proposal for at least four months after date for opening proposals.
Proof of insurance is not required to be submitted with your bid/proposal, but will be required prior to the City's award of the contract.
