Request for Bid (RFB) No. 26085

The Nebraska Public Power District (DISTRICT) intends to procure all labor and materials for staking, material coordination, property owner contacts as may be required, schedule preparation, supervision, tools, equipment, mobilization, demobilization, and right-of-way restoration necessary for the installation of approximately six miles of underground fiber optic cable between Stanton North and Hoskins Substations located in northeast Nebraska and all other work as specified in these Contract Documents.

This document is a Request for Bid (RFB) for the above labor services.

This specification is for all labor and materials to perform staking, material coordination, property owner contacts as may be required, schedule preparation, supervision, tools, equipment, mobilization, demobilization, and right-of-way restoration necessary for the installation of CONTRACTOR provided 48 strand buried fiber optic cable (BFO) and the DISTRICT provided 48 strand all-dielectric fiber.

Section I is for the installation of approximately six miles of BFO from the Hoskins 345KV substation to DISTRICT structure 79 at the Hoskins substation in accordance with drawing "Stanton North to Hoskins map" and Staking Sheets included as ATTACHMENT B.

The 48 strand all-dielectric fiber optic cable will be furnished by the DISTRICT.

CONTRACTOR shall install 48 strand all-dielectric fiber at the Stanton North 115kV substation in accordance with Staking Sheet Stanton – Hoskins No.10.

CONTRACTOR shall install conduit between all fiber vaults located outside of the substation and conduit from each fiber vault to the substation vault located inside Stanton Substation, outside at the southwest corner of the substation control building.

CONTRACTOR shall install ground wire between outside fiber vaults for locating.

The CONTRACTOR shall furnish all tools, equipment, and materials (fiber optic cable, splice vaults, splice canister, and signs, etc.) except the all-dielectric 48 strand fiber at the Stanton North 115 sub and Hoskins 345 sub which will be furnished by the DISTRICT.

All cable and conduit shall be buried to a minimum depth of 48 inches where required.

All CONTRACTOR installed and spliced fiber between the DISTRICT'S sites shall have the following tests performed by the CONTRACTOR and test results furnished to the DISTRICT:

• Light Source and Power meter using two fiber loss method at both 1550nm and 1310nm.
• Optical Time-Domain Reflectometry test at high resolution at both 1550nm and 1310nm, at both ends of each route.

**Submission method:** The bids shall be submitted for review and evaluation no later than **November 13, 2026**. Bids must remain valid for thirty (30) days from this date.

The subject line of the e-mail shall include the name of Bidder as well as this RFB Number, i.e., "[Bidder's Name]'s Submittal for RFB No. 26085. The DISTRICT has a twenty (20) megabyte limit on e-mails.

Receipt of submittals will be acknowledged via return e-mail.

For the purpose of meeting the work schedule, the DISTRICT expects to award this work on or before **November 25, 2026**.

The CONTRACTOR may begin the work immediately upon execution of the Contract and shall complete the work by **April 15, 2027**.

ATTACHMENT A includes the DISTRICT'S standard Contract terms and conditions that shall govern this work.
