Nebraska Public Power District (DISTRICT) is seeking information from qualified Respondents regarding modernization of the DISTRICT’S Land Management Information System (LMIS) and development of a web-based Geographic Information System (GIS) interface.
The DISTRICT uses LMIS to track and maintain information and documents concerning DISTRICT-owned and leased land associated with electric transmission lines, substations, lakes, canals, and related facilities. LMIS currently uses a Microsoft Access interface connected to a Structured Query Language (SQL) database for data and document access.
The DISTRICT is seeking a web-based interface that allows personnel to search LMIS information and documents using text-based fields or a map, including Section/Township/Range (S/T/R) locations. The interface should also support map navigation, GIS layers, sketch and annotation tools, measurement tools, and aerial imagery.
Through this RFI, the DISTRICT seeks information on how Respondents would develop and implement the interface, integrate it with LMIS, and support its ongoing use.
Objectives
The DISTRICT seeks information which address the following:
Anticipated Interface Requirements
The proposed interface should allow DISTRICT personnel to search LMIS documents through two primary methods: Text-Based Search and Map-Extend Search.
The interface should allow the DISTRICT to view search results directly within the system and provide functionality to export those results into commonly used office software formats. Additionally, the interface should support the creation and export of custom reports, and the DISTRICT should have the capability to generate custom report formats independently.
Database and Application Modernization
Respondents should describe their recommended approach to replacing the Microsoft Access interface with a web-based application while maintaining access to existing LMIS data, documents, and necessary functions. [...]
