ESB 2026 US101: MP250-MP252.7 Tree & Vegetation Removal Project

The purpose of this RFCQ is to establish a Contract for tree and vegetation removal, including traffic control for the benefit of ODOT. The work contemplated under the Contract includes all labor, materials, transportation, equipment and services for, and incidental to, the completion of all Work in connection with the project described in the Contract Documents.

This RFCQ is restricted to qualified contractors who have been certified by the State of Oregon as an Emerging Small Business ("ESB") per the guidelines of the Certification Office for Business Inclusion and Diversity ("COBID"). Only quotes from certified ESB firms will be considered for award of a Contract under this RFCQ.

The work to be completed under this Contract consists of tree and vegetation removal, including traffic control at the following, located north of Beaver Hill Rd. along the Oregon Coast Highway (US101), between MP 250.0 and MP 252.7., in Coos County OR.

The Contract Price includes all items listed in the table below. All Work described in the Contract Documents but not specifically itemized in the table below is considered incidental to the Work, and Contractor agrees to furnish all necessary labor, equipment, accessories, materials, and permits, and perform all other incidental Work at no additional cost to Owner.

**Quotes must be submitted through the OregonBuys system.** Offeror must be a registered Vendor in OregonBuys. Quotes submitted by any other means will be rejected.

Offeror must complete and submit via upload to OregonBuys the *Offeror Information and Certification Form* provided as Attachment A, Form A-1, and must complete online entry of all required pricing information in the "Item Information" section on the OregonBuys "Bid Solicitation" page.

ODOT will award a Contract to the responsible Offeror that submits a responsive Quote whose Quote will best serve the interest of ODOT by taking into account price as well as any other applicable factors such as experience, expertise, product functionality and suitability for a particular purpose. Award will be made to one Offeror only.

An Offer is a firm offer, irrevocable, valid, and binding on the Offeror for not less than 30 calendar days from the Closing.
