Luzerne County is seeking proposals from qualified companies for Janitorial Services for Office of Human Services. [...] GENERAL CLEANING OF ALL AREAS OF THE AFOREMENTIONED LOCATION (FIVE FLOORS TOTAL – FRONT AND BACK BUILDING) AS SPECIFIED BELOW, WITH THE EXCEPTION OF HOLIDAYS.

The contract period will be for one (1) year. The anticipated contract period is 01/01/2027 to 12/31/2027.

THE CLEANING COMPANY SHALL BE RESPONSIBLE FOR ALL CLEANING PRODUCTS TO BE USED, AND ANY MOVING OF FURNITURE WHEN SHAMPOOING RUGS.

THE CLEANING COMPANY SHALL ENSURE THAT BACKGROUND CHECKS ARE CONDUCTED ON ALL SUCH PERSONS WHO SHALL COME ON THE COUNTY'S PREMISES IN THE PERFORMANCE OF THEIR DUTIES OR TASKS. THE BACKGROUND CHECKS WILL BE COMPLETED BY LUZERNE COUNTY AT THE COST OF THE CLEANING COMPANY OF **$100.00** EACH.

HUMAN SERVICES BUILDING, 111 N. PENNSYLVANIA AVENUE (FULL BUILDING), WILKES-BARRE, PA 18702

ANY AND ALL FURNISHINGS MOVED FOR THE PURPOSE OF CLEANING, STRIPPING, POLISHING, ETC. MUST BE PLACED BACK INTO THEIR ORIGINAL POSITION PRIOR TO THE START OF THE NEXT BUSINESS DAY.

Nightly, five (5) nights a week (all areas excluding lavatories)

• DUST MOP ALL VINYL FLOORS USING A CHEMICALLY TREATED MOP WHICH WILL REDUCE AIRBORNE DUST
• SPOT MOP VINYL FLOORS WHERE NEEDED
• VACUUM ALL RUGS AND CARPETING
• EMPTY, CLEAN AND RECYLING TRASH RECEPTACLES (LINERS TO BE PROVIDED BY THIS OFFICE)

Nightly, five (5) nights a week (all lavatories)

• THOROUGH CLEANING AND DISINFECTION OF URINALS AND TOILET BOWLS, INSIDE AND OUTSIDE, WITH GERMICIDAL SOLUTION
• WET MOP FLOORS WITH GERMICIDAL SOLUTION
• WET WIPE DISPENSERS, FIXTURES AND SHELVES WITH A GERMICIDAL SOLUTION
• REPLENISH SUPPLY OF DISPENSER ITEMS SUCH AS TOILET TISSUE, SOAP AND PAPER TOWELS (THIS OFFICE WILL PROVIDE THESE ITEMS)
• POLISH FLUSHMASTER, PIPING, TOILET HINGES AND OTHER METAL
• POLISH MIRRORS
• WASH WALLS NEAR URINALS WITH GERMICIDAL SOLUTION

Weekly

• DUST OFFICES AND LOUNGES
• WASH RESTROOM DOORS, WALLS AND DIVIDERS WITH AN APPROVED DISINFECTANT
• WET MOP DINING AREAS WITH APPROPRIATE CLEANING PRODUCT
• WET MOP/CLEAN STAIR WELLS AND RAILINGS
• CLEAN ELEVATORS

Every two (2) months

• MACHINE POLISH VINYL FLOORS USING AN ULTRA HIGH SPEED POLISHING SYSTEM (MUST SCHEDULE IN ADVANCE WITH DIVISION HEAD)
• CLEAN ALL INTERIOR WINDOWS AND GLASS DOORS

Every six (6) months

- CLEAN ALL EXTERIOR WINDOWS AND GLASS DOORS

THE TOTAL BID SHOULD INCLUDE INSURANCE, LABOR, SUPERVISION, CLEANING SUPPLIES AS NOTED AND EQUIPMENT NECESSARY TO PERFORM ALL THE SERVICES SPECIFIED ABOVE.

**Submission:** RESPONSES TO THIS SOLICITATION ARE ACCEPTED WEEKDAYS, 9:00 AM TO 4:00 PM, EXCLUDING HOLIDAYS. SUBMIT RESPONSES BY THE DEADLINE INDICATED ON THE COVER SHEET TO ADDRESS SPECIFIED BELOW. Other than when submission is made online through PennBid, Responder must submit an original and one copy of its response. UNLABELED RESPONSES WILL BE REJECTED.

**Bid security:** Not required. **Performance bond required.** The amount of said Performance Bond shall be in an amount no less than the total dollar amount of Responder's bid/proposal.

The County reserves the right to award the bid/proposal to a Responder other than the lowest Responder if deemed to be in the best interest of the County. The County shall consider the following criteria: 1) price; 2) reputation of Responder and of its goods and services; 3) quality of the Responder's goods and services; 4) extent to which the goods or services meet the County's needs; and 5) Responder's past relationship with the County.

**Insurance:** certificate of insurance required prior to the contract start date. Commercial general liability **$1,000,000** each occurrence / **$3,000,000** general aggregate; automobile liability **$1,000,000** combined single limit; excess (umbrella) liability **$2,000,000**; professional liability **$1,000,000** each occurrence / **$3,000,000** general aggregate.

Luzerne County will NOT accept vendor contracts that include automatic renewal and/or price escalation clauses.
