What the bid is for

The City of Saratoga Springs ("the City") is seeking proposals from qualified vendors to manage and operate a seasonal paddle craft rental concession specifically focused on kayaks and stand-up paddleboards (SUPs) at Utah Lake. Primary operations will be centered at the South Marina Beach; however, the City welcomes proposals that include an optional phase or expansion plan for the North Marina, as future operations at that location are desired.

While non-motorized rental services are the primary focus of this solicitation, the City will evaluate secondary or optional service offerings, such as concessions/refreshments and motorized watercraft rentals, provided they do not detract from primary paddle craft operations.

Scope

The City is requesting services for the management and operation of a seasonal kayaks and stand-up paddleboards rental business across City marina assets, with optional secondary concession and motorized watercraft operations.

**Vendor Responsibilities:** Vendor shall be responsible for all aspects of operations including equipment, staffing, safety, and daily management including, but not limited to:

  • Non-Motorized Rentals (Primary Focus): Provide and maintain a primary fleet of well-maintained kayaks and stand-up paddleboards (SUPs).
  • Concessions (Bonus): Provide food, snacks, non-alcoholic beverages and other summer-appropriate food and snack items.
  • Motorized Watercraft (Optional/Secondary Consideration): Vendors may optionally propose small, motorized watercraft operations. While motorized watercraft will be considered, it is not our focus and must meet strict safety and fueling guidelines.
  • Safety: Provide life jackets (PFDs), mandatory safety briefings, and monitoring for all participants.
  • Site Maintenance: Maintain cleanliness including daily cleaning and litter removal within the concession and storage footprints. The Vendor shall be fully responsible for repair, replacement, or financial reimbursement for any facility, building, or property damage caused by the Vendor, its employees, agents, or operations.
  • Operations: Provide staffing, equipment, and management.

**City Facilities & Infrastructure:** The City will provide the following to support the vendor:

  • Concession Building (South Marina): A basic structure with an integrated sink and power outlets. (Note: No other appliances are provided).
  • Storage Area (South Marina): A 16' x 16' fenced-off area for watercraft.
  • Security (South Marina): Racks equipped with locking cables and 24/7 security camera surveillance overseeing the storage area.
  • Public Boat Launch: A public boat launch is available at both the North and South Marinas.
  • Maintenance: The City is responsible for standard maintenance resulting from normal wear and tear on structural facilities and surrounding park grounds.

Additional information

**Submission:** Each respondent must upload a complete PDF proposal to U3P via Bonfire, https://utah.bonfirehub.com/portal/?tab=openOpportunities, using vendor attachments by Friday, December 18, 2026 no later than **3:00 pm**. The proposal document must be clearly labeled "Saratoga Springs South Marina Recreational Rentals & Concessions – [Vendor Name]".

Proposals should be no more than 10 pages (8.5" x 11") in length.

**Insurance:** The vendor must provide proof of comprehensive liability insurance of at least **$2 million** (including specific coverage for watercraft rentals) naming the City of Saratoga Springs as additionally insured.

Evaluation:

  • Professional experience and references (30%)
  • Quality, variety of rental equipment, and operational plan (35%)
  • Financial return to the City and long-term viability (20%)
  • Secondary Offerings & Concessions Bonus (15%)
